The Governor of Delta State is Sheriff Francis Oborevwori, a seasoned politician whose rise from grassroots politics to the highest office in the state is one of the most remarkable political journeys in contemporary Delta State history. He assumed office as Governor on May 29, 2023, succeeding Ifeanyi Okowa after winning the 2023 governorship election.

Early Life and Education

Sheriff Francis Orohwedor Oborevwori was born on June 19, 1963, in Osubi, Okpe Local Government Area of Delta State. He attended Alegbo Primary School, Effurun, before proceeding to Oghareki Grammar School for his secondary education. He later earned a Bachelor’s Degree in Political Science from Ambrose Alli University and a Master’s Degree in Political Science from Delta State University. He also attended executive leadership programmes at the Alliance Manchester Business School and the London School of Economics and Political Science.

Political Journey Before Becoming Governor

Oborevwori’s political career began at the grassroots level when he served as a councillor in Okpe Local Government in 1996. He subsequently held several community and government positions, building a reputation as a grassroots mobiliser and political strategist.

His major political breakthrough came in 2015 when he was elected to represent Okpe Constituency in the Delta State House of Assembly. Two years later, in 2017, he emerged Speaker of the Delta State House of Assembly following a leadership change in the legislature. He was re-elected Speaker in 2019 and remained in that position until he became governor in 2023.

As Speaker, he was known for maintaining relative stability in the Assembly and strengthening relations between the executive and legislative arms of government. His leadership style earned him significant political support across Delta State. He is also the longest-serving speaker in the state.

Emergence as Governor

Oborevwori won the Delta State governorship election conducted in March 2023 and was sworn in on May 29, 2023. His administration was built around the “M.O.R.E Agenda,” an acronym for:

Realistic Reforms
Enhanced Peace and Security

This agenda serves as the blueprint for his administration’s policies and development programmes.

Major Achievements as Governor
1. Massive Infrastructure Development
Since assuming office, Oborevwori has prioritised road construction and urban renewal projects across the three senatorial districts of Delta State. His administration has embarked on the construction and rehabilitation of strategic roads, bridges, and drainage systems aimed at improving connectivity and economic activities.

2. Implementation of the MORE Agenda
The governor has focused on translating the MORE Agenda into practical projects, with significant allocations to capital expenditure in state budgets. His government has prioritised investments in transportation, healthcare, education, and rural development.

3. Increased Capital Spending
His administration’s 2026 budget, described as the “Budget of Accelerating the MORE Agenda,” allocates a substantial portion of spending to capital projects. This reflects a commitment to infrastructure expansion and long-term development rather than recurrent expenditure.

4. Peace and Security Initiatives
Security remains one of the pillars of the MORE Agenda. The administration has supported security agencies through logistics and operational assistance while promoting peace-building efforts among communities across the state.

5. Human Capital Development
Oborevwori’s administration has continued scholarship and empowerment programmes targeted at youths, women, and small business owners. These initiatives are aimed at reducing unemployment and stimulating local economic growth.

6. Healthcare and Education Investments
The state government has continued investments in health facilities, schools, and educational infrastructure as part of efforts to improve social services and human development indicators.

Political Realignment
A major political development during Oborevwori’s tenure occurred in 2025 when he and key political figures in Delta State moved from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC), significantly reshaping the state’s political landscape ahead of the 2027 elections.

Leadership Style
Observers generally describe Governor Oborevwori as a consensus builder who prefers consultation and grassroots engagement. His political growth from councillor to Speaker and eventually Governor has given him a deep understanding of local governance and community development.

Governor Sheriff Oborevwori’s journey from a local government councillor in 1996 to Governor of Delta State in 2023 reflects nearly three decades of political experience and public service. His administration has focused heavily on infrastructure development, security, economic growth, and social welfare under the MORE Agenda. While political analysts continue to debate the pace and impact of his reforms, his government has undoubtedly become a major force in shaping Delta State’s development trajectory and political future.
