Delta State’s performance in the 2026 Phillips Consulting State Performance Momentum Index has triggered fresh debate over governance and development, with residents and policy analysts urging the state government to prioritise job creation, industrialisation and improved public services over infrastructure alone.

The report placed Delta among the states that recorded below-average progress during the review period, raising questions about whether the state’s substantial revenues are translating into measurable improvements in the lives of ordinary citizens.
Although the administration of Governor Rt. Hon. Sheriff Oborevwori has highlighted road construction, flyovers and other infrastructure projects under its MORE Agenda, many residents argue that unemployment, weak industrial activity, unreliable electricity and limited economic opportunities remain pressing concerns.
Speaking during a radio programme analysing the report, economic analyst Comrade Francis Onwaife said government performance should be judged by its impact on people’s welfare rather than the volume of infrastructure delivered.
“Roads and flyovers are important, but the real question is what economic value they create,” he said.
According to Onwaife, roads connecting farming communities should stimulate agricultural production by enabling farmers to transport produce more efficiently to urban markets.
He added that the Phillips Index evaluates outcomes rather than government spending.
“Performance is not determined by how much allocation a state receives. It is about what government achieves with the resources available,” he stated.
The analyst also questioned whether economic growth in Delta State was benefiting ordinary residents.
“Apart from those holding political appointments, are average Deltans truly experiencing the benefits of government policies, or are they relying solely on their personal businesses to survive?” he asked.
Onwaife further described Delta’s maritime assets as largely underutilised, noting that Warri, Koko, Sapele and Burutu ports possess enormous economic potential that has yet to be fully harnessed due to navigational challenges.

He argued that fully operational ports, combined with the state’s statutory allocations, could significantly boost internally generated revenue and position Delta among Nigeria’s strongest state economies.
The analyst urged government to accelerate the dredging of the ports while fast-tracking the development of the Delta State Industrial Park and other industrial projects capable of generating sustainable employment.
Residents who participated in the programme echoed similar concerns.
A caller, Felix, argued that infrastructure alone cannot solve unemployment.
“Roads are good, but industries are more important. Government should attract factories that will create jobs,” he said.
Another caller, Mr. Solomon, maintained that industrial development should be the state’s foremost priority.
“Without industries, there are no jobs for young people,” he said.
Several WhatsApp contributors also highlighted unemployment, poor electricity supply, healthcare challenges, inadequate education services and deteriorating internal roads as major issues requiring urgent government attention.
One listener from Ughelli wrote: “What are Deltans benefiting from all the money coming into the state? There are no jobs, poor electricity supply and many internal roads remain in bad condition.”
Another stated: “Infrastructure and healthcare should improve people’s lives, but many residents still struggle with unemployment and rising living costs.”
The Phillips Consulting State Performance Momentum Index found that states recording the strongest improvements generally combined fiscal discipline, stronger internally generated revenue, institutional reforms and efficient public service delivery.
While supporters of Governor Oborevwori argue that ongoing infrastructure investments lay the foundation for future economic growth, critics insist that future assessments will increasingly focus on employment generation, improved incomes, quality public services and better living standards.
