The directives were contained in an update issued on Friday, November 6, 2026, following engagements between the Federal Ministry of Education (FME) TVET team and participating training centres. The ministry said the measures were aimed at strengthening accountability, improving quality assurance and preparing trainees for employment opportunities.

Key Highlights

  • FG warns TVET centres against falsifying monthly reports and assessment records.
  • Centres will have only three attempts to upload corrected reports.
  • Payments covering part of Cohort 1’s third tranche and September have commenced for some centres.
  • October stipend payments are still ongoing.
  • TVET centres have been classified into Production Centres and Pure Training Centres.
  • Industry partnerships will be considered for participation in Cohort 3.
  • FG clarifies that Cohort 3 recruitment has not commenced.
  • Centres risk sanctions and delisting over quality assurance misconduct.

TVET Payments and Employment Assessment

According to the update, some training centres have received payments covering part of Cohort 1’s third tranche and September, while payments relating to October are still ongoing.

The ministry also disclosed plans to circulate a survey on the employment component of the programme. The survey will enable participating centres to provide feedback and report on the progress of trainees undergoing employment assessments.

Training centres were encouraged to complete the online confirmation of toolkits delivered to their facilities.

Beneficiaries who have received their toolkits and stipends were also urged to share their experiences on social media using the hashtags #FMETVET and #TVETInitiative.

FG Issues Strict Reporting Guidelines for TVET Centres

On reporting requirements, the ministry reiterated that monthly reports must be submitted between the 25th of each month and the fifth day of the following month.

It disclosed that submitted reports were being reviewed by the Federal Ministry of Education team, urging centres to ensure that their monthly Quality Assurance and Assessment (QAA) and Bi-Monthly Internal Quality Assurance (IQA) reports are accurate and supported by the necessary documentation.

The ministry warned that centres would have only three attempts to upload corrected reports, after which the portal might no longer permit further submissions.

It further stressed that uploaded evidence must cover at least three learners, while reports must demonstrate progressive training activities and reflect the specific trades being taught.

To reduce the chances of report rejection, training centres were advised to work closely with Quality Assurance Managers responsible for IQA and QAA activities in their respective locations.

TVET Centres Classified Into Two Categories

As part of plans for the future of the programme, participating training centres have been classified into two categories: Production Centres and Pure Training Centres.

Under the new arrangement, Pure Training Centres are expected to sign memoranda of understanding (MoUs) with industries or production centres to provide practical support and opportunities for their trainees.

The ministry identified the partnership arrangement as one of the conditions that would be considered when determining centres’ eligibility for participation in Cohort 3.

However, it clarified that recruitment for Cohort 3 has not commenced, warning prospective applicants against relying on unofficial application links.

The ministry stressed that once recruitment begins, applications will be processed exclusively through the Federal Ministry of Education’s official TVET platform.

FG Warns Against Misconduct, Threatens Sanctions

The update also raised concerns about misconduct involving quality assurance personnel and participating training centres.

Centres were encouraged to report Quality Assurance Managers (QAMs) who collect money without physically visiting training facilities to carry out their assigned responsibilities.

The ministry further warned that centres found uploading work submitted by QAMs assigned to other facilities risk sanctions and possible delisting from the programme.

Additionally, training centres were directed to use the support ticket system on the TVET portal to report operational challenges instead of waiting for the weekly Friday status meetings.

The latest directives highlight the Federal Government’s efforts to strengthen monitoring, improve quality assurance, promote industry partnerships and ensure that the TVET programme delivers practical vocational skills and employment opportunities to Nigerian trainees.
