The incident reportedly occurred on October 25, 2026, at about 1:50 p.m., after the officer allegedly went to the market armed with a pistol following reports that traders had assaulted his wife.
According to the police, an argument subsequently broke out between Samuel and the traders, during which he allegedly fired several shots into the air.

In a statement issued on Wednesday, the FCT Police Public Relations Officer, SP Josephine Adeh, said police officers attached to the Kubwa Police Division were deployed to the scene after receiving a distress call about a man shooting sporadically at the market.

Orderly Room Trial Ordered
Following the incident, the NSCDC announced Samuel’s immediate suspension and ordered an internal disciplinary trial to determine his culpability.
In a statement issued on Thursday, the corps’ National Public Relations Officer, Babawale Afolabi, said the Commandant-General, Ahmed Audi, has directed the commencement of an orderly room trial over the alleged misconduct.
According to the NSCDC, the officer’s alleged actions constituted a gross violation of its rules of engagement and standard operating procedures.
“The Commandant General of the NSCDC, Ahmed Audi, who maintains zero tolerance for misuse of firearms or any form of professional misconduct, has therefore directed an immediate suspension of the personnel and orderly room trial to determine his level of culpability in the alleged offence,” the statement said.
The corps added that Samuel has been stripped of his official responsibilities and relieved of his assignment pending the conclusion of the disciplinary proceedings.
It said a committee at its national headquarters in Abuja would investigate the circumstances surrounding the incident and recommend appropriate disciplinary action.
The NSCDC also pledged to make the outcome of the orderly room trial and internal disciplinary proceedings public upon their conclusion.
Reaffirming its commitment to protecting lives and maintaining professional standards, the corps warned that it would not tolerate or shield personnel whose actions endangered public safety or violated established operational guidelines.
