Borno State Government has announced plans to prioritise the completion of ongoing projects in its 2027 budget, ruling out new large-scale infrastructure projects as Governor Babagana Zulum’s administration approaches the end of its tenure.

Key Highlights

  • Borno’s 2027 budget will prioritise completion of ongoing projects.
  • New large-scale infrastructure projects have been ruled out.
  • SSG Bukar Tijjani declared open the 2027 citizens’ budget consultative meeting in Maiduguri on behalf of Governor Zulum.
  • Stakeholders were urged not to propose capital projects extending beyond the administration’s remaining tenure.
  • The consultation is the eighth and final budget cycle of the Zulum-Kadafur administration.

Secretary to the State Government (SSG), Bukar Tijjani, disclosed this in Maiduguri, while declaring open the 2027 citizens’ budget consultative meeting on behalf of the governor.

Tijjani urged stakeholders participating in the budget consultation to avoid proposing new capital projects that would extend beyond the remaining period of the administration.

He said the government’s priority is to ensure that ongoing projects are completed before the expiration of the administration’s mandate.

The SSG explained that the decision is intended to ensure responsible budget planning and enable the government to consolidate on projects already initiated rather than embark on new, large-scale infrastructure commitments.

Final Budget Cycle Of Zulum-Kadafur Administration

The 2027 citizens’ budget consultative meeting provides a platform for stakeholders to contribute to the state’s spending priorities and identify areas requiring government attention in the coming fiscal year.

The meeting brings together government officials, lawmakers, labour unions, civil society organisations and traditional leaders to deliberate on the proposed budget and make recommendations.

The consultation marks the eighth and final budget preparation cycle of the Zulum-Kadafur administration, providing an opportunity to assess ongoing development programmes and establish priorities for the final phase of its tenure.

The government’s position signals a shift towards project completion and consolidation, with attention expected to focus on ensuring that existing investments deliver their intended benefits to residents.

The 2027 budget is expected to reflect the administration’s commitment to completing ongoing projects while addressing the state’s development needs within the available resources and remaining time in office.
