The Anambra State Government has launched a statewide plea bargain initiative aimed at accelerating the dispensation of criminal cases while easing congestion in correctional centres and courts across the state.
The Attorney General and Commissioner for Justice, Mr. Tobechukwu Nweke (SAN), announced the policy in a statement issued on Wednesday in Awka, describing it as a major criminal justice reform designed to improve efficiency in the state’s legal system.
Under the new initiative, suspects facing eligible criminal charges who voluntarily plead guilty may receive reduced sentences or other concessions, subject to the approval of the court and in accordance with existing laws.
However, the government clarified that defendants standing trial for grave offences such as murder, kidnapping, armed robbery, and rape are excluded from the plea bargain programme.
To ensure smooth implementation, the Attorney General said he has directed all state prosecutors to provide defendants in qualifying cases with the prescribed plea bargain forms before their pleas are taken in court.

Nweke explained that the initiative aligns with Governor Chukwuma Charles Soludo’s justice sector reform agenda, which seeks to make the criminal justice system more efficient, reduce delays in prosecution, and improve access to justice.
According to him, the policy is expected to significantly reduce the burden on correctional facilities while also helping courts clear the growing backlog of criminal cases.
He described the plea bargain initiative as a discretionary opportunity for eligible defendants and part of broader efforts to strengthen the administration of justice in Anambra State.
The government noted that the programme represents one of the most comprehensive plea bargain initiatives introduced by any state government in Nigeria, underscoring Anambra’s commitment to modernising its criminal justice system.
