The self-acclaimed Director-General of the Presidential Foreign Intervention Promotion Council (PFIPC), Adeniyi Adeyemi, has declared his readiness to cooperate fully with the Independent Corrupt Practices and Other Related Offences Commission (ICPC) as investigations intensify into the activities of the alleged fictitious government agency.

Key Highlights:

  • Adeniyi Adeyemi says he is ready to cooperate with the ICPC investigation.
  • Pledges to submit documents to the DSS, police and other security agencies.
  • Questions how the alleged agency appeared in the 2026 national budget.
  • Calls for an independent probe into the controversy.
  • President Bola Tinubu has ordered the ICPC to conclude investigations within 30 days.
  • Presidency insists the Presidential Foreign Intervention Promotion Council was never established by the Federal Government.

Adeyemi made the declaration during an Instagram interview with social media personality VeryDarkMan on Tuesday, just hours after President Bola Tinubu directed the ICPC to investigate the operations of the purported agency and submit a comprehensive report within 30 days.

He also disclosed his willingness to hand over documents in his possession to security agencies to support efforts aimed at uncovering the truth behind the controversy.

“I am willing and ready to help security agencies or any panel set up by Mr President to unravel the truth,” Adeyemi said.

“In fact, any moment from now, I will go to the DSS or the police to submit all the documents I have to help them investigate and look into this matter.”

According to Adeyemi, the documents should be independently verified by investigators.

“They should authenticate them. They should verify them. They should unravel the truth,” he added.

Adeyemi also questioned how the Presidential Foreign Intervention Promotion Council, which the Presidency insists does not exist, was included in the 2026 Appropriation Act.

“When the Presidency, through the Chief of Staff, said the agency does not exist, I wondered how an agency that found its way into the national budget could suddenly be described as fake,” he said.

He further claimed he was in detention for 23 days while the budget was being prepared and therefore played no role in defending or processing any budgetary allocation.

“I did not prepare or defend any budget, and nobody went to defend it on my behalf. That is why I am confused about how the agency found its way into the national budget,” he stated.

On allegations involving the Chief of Staff to the President, Femi Gbajabiamila, Adeyemi declined to make further accusations, insisting that only an independent investigation could establish the facts.

“I wouldn’t say he’s lying, and I wouldn’t say he’s telling the truth. That is why I requested that Mr President set up an investigative panel to unravel the truth, so we will know those involved,” he said.

Adeyemi also claimed he survived an attack by gunmen near Zuma Rock in September 2025 and maintained that his involvement with the council was motivated by a desire to attract foreign investment into Nigeria.

“I don’t really have a negative plan. It’s all about passion for the country. That agency is to bring foreign investors to Nigeria and make Nigeria a preferred destination for investment,” he said.

The Presidency has consistently maintained that the Federal Government never established the Presidential Foreign Intervention Promotion Council.

President Tinubu has directed the ICPC to investigate the alleged forged appointment letters and other government documents reportedly used by Adeyemi to obtain official recognition, diplomatic support, visa facilitation and open multiple bank accounts in the names of purported government agencies.

The anti-graft agency is also expected to determine how the council allegedly secured a N1.3 billion allocation in the 2026 Appropriation Act despite lacking any known enabling law or presidential approval.

The controversy has attracted widespread public attention, with civil society organisations, legal practitioners and opposition figures calling for a comprehensive investigation into everyone connected with the alleged scheme.
