The Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Dennis Guwor, has expressed confidence that state Houses of Assembly across Nigeria will support legislation on state policing as part of efforts to tackle insecurity and protect lives and property.
Guwor spoke on Thursday during the inauguration of the Delta State All Progressives Congress (APC) Campaign Council for the 2027 general elections in Asaba. He noted that the Delta Assembly had voted to concur with the state police constitutional amendment two days earlier and expressed optimism that other state legislatures would support the initiative.

Guwor Predicts Nationwide Support for State Police Bill
Guwor, who also serves as chairman of the Conference of Speakers of State Legislatures, said cooperation among state assemblies would strengthen efforts to address insecurity.
“As Chairman of the Conference of Speakers, all the states across the country will concur and say yes to that bill, because that is how we work; we work in synergy,” he said.
His remarks reflect his expectation that state legislatures would work together in support of the proposed state policing framework.
State policing has featured prominently in Nigeria’s security debate, with supporters arguing that decentralising police operations could improve local responses to crime and security threats.
However, the Speaker’s prediction does not mean that all state assemblies have endorsed the bill, and each legislature is yet to make its own decision.

Delta Speaker Urges APC to Prioritise Insecurity Ahead of 2027 Elections
The Delta Assembly Speaker urged the APC to make insecurity a central issue in its engagement with voters ahead of the 2027 general elections.
He called on members of the campaign council to communicate the party’s policies, highlight its achievements and explain how its programmes would improve the lives of Nigerians.
According to Guwor, the campaign should be based on verifiable achievements, clear policy direction, constructive engagement and a commitment to delivering development.
“We must not merely tell the people what we have done. We must demonstrate how our policies and programmes have positively impacted their lives and explain what more we intend to achieve,” he said.
He added that the party needed to present a clear message on how it intended to address the concerns of residents across Delta State.
Guwor Calls for Grassroots Mobilisation and Party Unity
Congratulating members of the campaign council on their appointments, Guwor said securing electoral victory for the APC would require unity, dedication, strategic coordination and commitment.
He warned against leaving mobilisation solely to members of the campaign council, stressing that party members at the local government and ward levels must be actively involved.
“We must bring everybody together so that it will be all-inclusive,” he said.
The Speaker urged party leaders to include members who were not formally appointed to the campaign council, saying broad participation would strengthen the party’s mobilisation efforts.
He also called on party stakeholders to set aside individual differences and work towards the common goal of securing victory for APC candidates at all levels in the 2027 general elections.
APC Campaign Council Tasks Ahead of 2027
Guwor expressed confidence that the experience and calibre of leaders assembled for the campaign, combined with the support of party members and voters, could help the APC achieve electoral success in Delta State.
He reaffirmed his commitment to party unity and collective mobilisation, urging members to work together to advance the party’s political objectives.
His comments placed security policy, grassroots engagement and party cohesion at the centre of the APC’s preparations for the 2027 elections.
