Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro, says the ministry has adopted a reform-driven approach to improve service delivery and ensure that government interventions reach more vulnerable Nigerians.

Doro made the remarks on Saturday in a statement released after receiving the Registrar and Chief Executive Officer of the Pharmacy Council of Nigeria, Ibrahim Baba Shehu Ahmed, and members of his delegation during a courtesy visit to the ministry in Abuja.
According to the minister, the reforms are aimed at creating lasting impact by strengthening humanitarian interventions and reducing poverty through coordinated government programmes.
“I took a reformist method as soon as I was appointed minister to make a positive difference that can touch the lives of more vulnerable people in our society,” Doro said.
He commended the Pharmacy Council of Nigeria and the Pharmaceutical Society for their role in regulating the pharmaceutical sector, particularly their efforts in combating quackery and promoting professional standards.
The minister urged the council to sustain its commitment to ensuring a healthier society, describing its work as vital to Nigeria’s healthcare system.
Doro also highlighted the ministry’s flagship initiative, the One Humanitarian One Poverty Reduction System (OHOPRS), describing it as an integrated national framework designed to align humanitarian response, social protection and poverty reduction programmes under a single coordination mechanism.

According to him, the initiative seeks to eliminate fragmentation, duplication and isolated interventions across humanitarian and social protection programmes while promoting resilience, economic empowerment and long-term self-sufficiency among beneficiaries.
He expressed the ministry’s readiness to collaborate with the Pharmacy Council in areas of mutual interest to strengthen humanitarian and public welfare initiatives.
Earlier, the Registrar of the Pharmacy Council, Ibrahim Baba Shehu Ahmed, congratulated Doro on his appointment and praised what he described as the minister’s strategic leadership since assuming office.
Ahmed assured the minister of the council’s support, expressing confidence that his wealth of experience would help transform the humanitarian sector.
He also thanked President Bola Tinubu for appointing Doro, whom he described as a globally experienced professional capable of driving meaningful reforms.
The registrar explained that the Pharmacy Council is responsible for regulating pharmaceutical practice in Nigeria in line with international best practices, with offices in all 36 states and the Federal Capital Territory, as well as its headquarters in Abuja and a special operational zone in Lagos.
He noted that the council works closely with other organisations to improve public health outcomes and requested a formal partnership with the Ministry of Humanitarian Affairs and Poverty Reduction where necessary.
The visit ended with both parties expressing optimism about future collaboration to advance humanitarian services, healthcare regulation and poverty reduction efforts across the country.
