The Plateau Vanguard for Democracy (PVD) has commended Governor Caleb Mutfwang on his third anniversary in office, describing his administration as one that has shown courage, focus, and leadership in steering Plateau State through challenging times.

In a statement issued by its National Coordinator, Chris Ishaku, the group said Gov. Mutfwang’s anniversary address reflected the confidence of a leader who understands both the weight of governance and the expectations of the people.
PVD noted that the governor assumed office at a time Plateau State was battling insecurity, displacement, economic hardship, weakened institutions, and declining public trust, but said he had refused to use those difficulties as excuses for inaction.
According to the group, the administration has instead transformed those challenges into opportunities for reforms and development across key sectors, including security, transportation, education, healthcare, agriculture, infrastructure, water supply, tourism, and urban renewal.
“From the tone and substance of the governor’s address, one thing is obvious: Mutfwang is firmly in control and focused on rebuilding Plateau,” the group stated.
PVD said the governor’s repeated declaration that “Plateau is rising again” should not be dismissed as a political slogan but viewed as the summary of deliberate efforts aimed at restoring stability and development across the state.
The group particularly praised the administration’s security strategy, citing the revitalisation of Operation Rainbow, the recruitment and training of over 2,000 community volunteers, the establishment of an emergency communications centre, and the deployment of drones and CCTV technology as practical steps toward tackling insecurity.
It also commended the governor for condemning attacks, reprisals, cattle rustling, livestock poisoning, crop destruction, night grazing, and underage herding, describing the approach as balanced and necessary for peace and coexistence.
On workers’ welfare, PVD said the administration had improved morale in the civil service through regular salary payments, clearance of inherited salary arrears, restoration of promotions, staff training programmes, and the reconnection of government offices to electricity.
The group further described the commitment of over ₦16 billion to pensions and gratuities, including arrears dating back several years, as a major relief for retired workers.

PVD also applauded the Tin City Metro Transport Service, saying the subsidised transport scheme had eased movement for residents amid prevailing economic hardship.
The group added that the partnership with ValueJet for daily Lagos–Jos and Abuja–Jos flights was a significant step toward boosting tourism, business, and investment opportunities in the state.
In the education sector, PVD praised the reduction of tuition fees for Plateau indigenes in state-owned tertiary institutions, increased scholarship funding, renovation of schools, and the introduction of the Mutfwang Legacy Scholarship Scheme.
The group also highlighted improvements in healthcare, including upgrades at the Plateau State Specialist Hospital, recruitment of medical personnel, supply of equipment to general hospitals, and expansion of health insurance coverage under PLASCHEMA.
On agriculture, PVD commended efforts to recover abandoned farmlands, distribute subsidised fertilisers, promote mechanised farming, and establish agro-processing initiatives aimed at boosting food production and economic growth.
The group further pointed to ongoing road projects, water schemes, energy partnerships, and transformer distribution as evidence of the administration’s focus on infrastructure and service delivery.
PVD additionally praised the government’s environmental and tourism initiatives, including the revival of monthly sanitation exercises and investments in tourism sites such as the Jos Wildlife Park and Mado Tourist Village.
The group noted that Gov. Mutfwang’s decision to move from the Peoples Democratic Party to the All Progressives Congress was a bold political step aimed at strengthening Plateau’s development prospects and improving federal collaboration.
“Plateau has suffered, but Plateau is not defeated. The state has been wounded, but it is healing. Governor Caleb Mutfwang is not merely occupying office; he is governing with purpose, confidence, and direction,” the statement added.
