The Adamawa State Executive Council (EXCO) has approved contracts and policy measures worth more than N13.9 billion to drive infrastructure development, strengthen education, improve healthcare, reform the justice system and boost economic empowerment across the state.

The approvals were reached during the 10th Executive Council meeting of 2026, held on Wednesday at the Government House in Yola, reflecting Governor Ahmadu Umaru Fintiri’s continued focus on infrastructure expansion, institutional reforms and human capital development.
Commissioner for Information and Strategy, Barrister Leader Leneke, who briefed journalists after the meeting, said Governor Fintiri presided over the session, during which the council approved several strategic projects expected to improve public service delivery and stimulate economic growth across Adamawa State.

Shuwa-Bituku Road Gets N8.6bn
The largest approval was the award of an N8.6 billion contract to Amijab Nigeria Limited for the construction of the 18-kilometre Shuwa-Bituku Road, with a completion period of 10 months.
The road project is expected to improve connectivity for rural communities, ease the transportation of agricultural produce and provide better access to markets and essential public services.
N3.1bn Approved for School Infrastructure
The Executive Council also approved N3.1 billion for the construction of perimeter fences in 20 secondary schools under the Adolescent Girls Initiative for Learning and Empowerment (AGILE) programme.
Supported by the World Bank, the initiative aims to improve school security, prevent encroachment and provide a safer learning environment for students across the state.
Preparations for Tinubu’s Visit Ratified
The council ratified Governor Fintiri’s earlier administrative approvals connected to President Bola Tinubu’s recent visit to Adamawa State.
These include:
N347 million for road markings and kerb painting executed by H. & H. Nigeria Limited.
N516 million for the rehabilitation and asphalting of the Banquet Hall and Presidential Lodge at the Government House, awarded to Triacta Nigeria Limited.
N673m Compensation for Hospital Project
The council approved N673 million as compensation for owners of shops demolished to pave the way for the construction of the Mother and Child Hospital at Target Junction in Jimeta.
The compensation is expected to facilitate the smooth execution of the healthcare project while addressing the concerns of affected property owners.
Justice Sector Gets Digital Boost
In another significant decision, EXCO approved N322 million for the digitisation of seven Small Claims Courts under the State Action on Business Enabling Reforms (SABER) programme.
The reform will introduce electronic filing of cases, virtual court sessions and faster resolution of commercial disputes to improve access to justice and enhance the state’s business environment.
Economic Reforms and Empowerment
As part of governance reforms, the council approved the publication of the Business Enabling Reform Action Plan (BERAP) and the 2025 implementation progress report, a requirement for Adamawa’s participation in the 2026 SABER Programme.
The report is expected to be published on the state government’s website before July 31, 2026.
The council also ratified the partial divestment of the Adamawa State Government’s investment in Dangote Sugar Refinery Plc.
The state, which holds over 102 million shares acquired during the administration of former Governor Murtala Nyako, approved the sale of approximately 70 million shares to generate funds for priority development projects.
N367m for Youth Empowerment
To promote entrepreneurship, the Executive Council approved N367 million for the procurement of start-up packs for 1,433 graduates of Alternative Learning Centres under the AGILE programme.
The beneficiaries, trained in tailoring, fashion design, beauty therapy and other vocational skills, will receive equipment to establish their own businesses. The contract was awarded to RS & S Multilinks Investment Nigeria Limited.
The approvals underscore the Fintiri administration’s commitment to combining infrastructure development with social investment, institutional reforms and economic empowerment as Adamawa advances its 2026 development agenda.
