Former Principal Secretary to the Delta State Government, Hilary Ibegbulem, has described former Delta State Governor and the All Progressives Congress (APC) senatorial candidate for Delta North, Ifeanyi Okowa, as an exceptional leader, statesman and patriot.
In a birthday message to the former governor, obtained by The Trumpet on Thursday, Ibegbulem said Okowa’s public service record has been marked by selfless service, purposeful leadership and unwavering commitment to the development of Delta State and the country.
He noted that Okowa’s political journey began as secretary to the former Ika Local Government Council before he became the pioneer Chairman of Ika North-East Local Government Council, saying the early roles laid the foundation for his grassroots political influence and administrative experience.
According to him, Okowa further distinguished himself while serving as commissioner for agriculture and natural resources, commissioner for water resources development and commissioner for health, where he demonstrated capacity in public administration and governance.

Ibegbulem also highlighted Okowa’s service as secretary to the Delta State Government, senator representing Delta North and later as a two-term governor of the state, describing his career as one defined by consistency, sacrifice and visionary leadership.
“Your remarkable journey in public service is a testament to dedication, integrity and excellence,” he said.
He added that from Okowa’s early days in public office to his tenure as governor, he has continued to inspire confidence among supporters and emerging political leaders.
Ibegbulem further commended the former governor’s emergence as the APC senatorial candidate for Delta North, saying he continues to exemplify courageous leadership, humility and commitment to progressive governance.
He prayed for God’s continued guidance, wisdom and protection for Okowa, expressing confidence that his future endeavours would bring greater accomplishments and further service to Delta State and Nigeria.
He congratulated the former governor on his birthday and wished him many more years of impactful leadership and service to the nation.
