Vietnam Retains Five-Year Residency Rule for Citizenship Applicants

By Omotayo Edubi

Foreign nationals seeking Vietnamese citizenship generally must have lived in Vietnam for at least five years and hold a residence card, under the country’s nationality rules. The requirement remains part of the framework set out in the 2025 amendments and implementing decree, although certain applicants may qualify for exemptions or special consideration.

Key Highlights

  • Most applicants must have resided in Vietnam for five years by the time of naturalisation and hold a residence card.
  • Applicants generally need sufficient Vietnamese-language ability and must show they can support themselves in Vietnam.
  • Some applicants with Vietnamese family ties may qualify for exemptions from selected conditions.
  • People with special merit, outstanding expertise or investment contributions may be considered under special provisions.
  • The amended Law on Vietnamese Nationality and Decree No. 191/2025/ND-CP took effect on July 1, 2025.

Vietnam’s Five-Year Residency Requirement for Citizenship

Vietnam’s amended Law on Nationality, Law No. 79/2025/QH15, and its implementing Decree No. 191/2025/ND-CP set out the conditions for naturalisation. The general requirements include Vietnamese-language ability sufficient to integrate into the community, at least five years of residence by the time of naturalisation, and a residence card.

The five-year residency condition was already part of Vietnam’s nationality framework before the 2025 amendments. The updated rules took effect on July 1, 2025. The Vietnamese Government’s official guidance on nationality applications outlines the current baseline requirements.

Applicants Must Show They Can Support Themselves

Applicants are also expected to demonstrate that they can ensure a living in Vietnam. The government says this may be shown through personal assets, a lawful source of income, or a guarantee from an organisation or individual in Vietnam.

Applicants must meet the applicable conditions and submit supporting documents through the prescribed naturalisation process. Residence in Vietnam alone does not automatically confer citizenship.

Family Connections May Affect Eligibility

Some applicants with close family links to Vietnam may be exempt from selected naturalisation conditions. Foreign nationals with a Vietnamese spouse or child can receive exemptions from certain language, duration-of-residence and financial-support requirements, subject to the law’s other conditions, including the requirement to be residing in Vietnam.

Applicants with Vietnamese parents or grandparents may also benefit from provisions that waive specified requirements. The conditions depend on the applicant’s circumstances and should be checked against the current law and implementing rules.

Special Consideration for Experts, Investors and Contributors

The revised framework also provides for consideration of people whose naturalisation is regarded as beneficial to Vietnam. These categories include individuals with special merit in national development or protection, people with outstanding expertise in fields such as science, technology, innovation, economics, culture and education, and entrepreneurs or investors whose long-term contribution is confirmed by a competent government body.

These provisions create a separate route for selected applicants; they do not remove the need for an individual assessment under Vietnam’s nationality rules.

What Foreign Applicants Should Know

The general five-year residence rule remains an important part of Vietnam’s citizenship process, alongside language and financial-support conditions. Exemptions and special consideration apply only to eligible categories and are subject to the legal requirements.

Prospective applicants should review the latest official requirements and confirm which documents apply to their case before submitting an application. Vietnam’s amended nationality law is listed on the Government’s legal documents portal.
