US President Donald Trump has promised a potential $5,000 cash payment to every adult American citizen if Republicans retain control of both the House of Representatives and Senate in the 2026 midterm elections.
Trump made the pledge while addressing supporters at the Republican Party’s inaugural midterm convention in Dallas, Texas, where he urged voters to support GOP candidates in November.
Describing the proposed payment as a “Trump dividend,” the president said it would be made possible by what he called the administration’s unprecedented economic success.
“If the Republicans win the House of Representatives and the United States Senate, both of them… I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump said.
He compared the proposal to a successful company distributing cash to its shareholders.
Trump also appealed to Republican voters to treat the midterm elections as though he himself were on the ballot, warning that losing either chamber of Congress could threaten his administration’s agenda.
He highlighted tax measures affecting working families, including his claims about eliminating taxes on tips, overtime income and Social Security benefits for seniors.

According to Trump, Democrats taking control of Congress would put his administration’s border, tax and security policies at risk.
The president also used the speech to campaign for Republican candidates, including Texas Attorney General Ken Paxton, who is seeking the Republican nomination in the state’s closely watched Senate race.
Trump further defended his administration’s economic and foreign-policy record while attacking Democratic candidates and describing some members of the Democratic Socialist movement as “radical” and “communist.”
The $5,000 proposal, however, represents a major new political promise and would require a clear funding mechanism and the necessary legal and congressional processes before any such payment could become reality.
