President Bola Ahmed Tinubu has directed the immediate and permanent implementation of a Security Upgrade At NIPSS following a deadly bandit attack on the perimeter of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State, which claimed the lives of two soldiers and a police officer.

The directive was conveyed by Vice President Kashim Shettima, who represented President Tinubu during a visit to the institute on Friday to address participants of the Senior Executive Course (SEC) 48, 2026.
Shettima said the President had ordered immediate activation of emergency security measures and directed the Director-General of NIPSS to work closely with the Armed Forces, the Nigeria Police Force, and the Department of State Services (DSS) to strengthen security around the institution.
According to the Vice President, a comprehensive action plan detailing the permanent security reinforcement of the institute, including surveillance systems, personnel deployment, access control, and emergency response mechanisms, must be submitted to the Office of the Vice President within 72 hours.
“His Excellency, President Bola Ahmed Tinubu, GCFR, has directed that emergency security measures be activated at once, with the Director-General coordinating with the Armed Forces, the Police and the DSS to fortify the perimeter without delay,” Shettima stated.
He added that weekly progress reports would be required until the full implementation of the security architecture, stressing that no future attack should find the nation unprepared.
Describing NIPSS as Nigeria’s foremost strategic policy institution and intellectual nerve centre, the Vice President said the protection of the institute was a matter of national security.
He expressed the condolences of the Federal Government to the families of the two soldiers and one police officer who lost their lives defending the institution during the attack.
“We mourn with you. We share your pain. And we honour their sacrifice,” Shettima said.
The Vice President assured participants and staff of the institute that their safety remained a top priority of the Federal Government and pledged support for the families of the fallen security personnel.

He commended the participants of SEC 48 for their courage and composure during the incident, noting that their conduct reflected the qualities expected of future national leaders.
Shettima also praised the Director-General of NIPSS, Professor Ayo Omotayo, for his swift coordination with security agencies, which ensured rapid reinforcement of the institute and the safety of participants and staff.
Earlier, Plateau State Governor Caleb Mutfwang announced the approval of additional security measures around the institution, including the creation of a buffer zone and the installation of security lights to improve surveillance and deter future attacks.
Governor Mutfwang expressed appreciation to the Federal Government for its swift response and pledged the state government’s continued support in safeguarding the strategic institution.
In his remarks, Professor Omotayo highlighted the vulnerability of critical national institutions to security threats and appealed for enhanced surveillance infrastructure, including Closed-Circuit Television (CCTV) cameras, as well as increased deployment of security personnel.
Representatives of the Senior Executive Course participants, Dr. Toyin Sanni and Dr. Kabiru Abba, commended the Federal Government’s intervention and assured that participants remained focused on completing their programme despite the security challenge.
The Federal Government maintained that the attack would not deter its commitment to protecting strategic institutions and strengthening national security across the country.
