The resolution was contained in a communiqué issued after the joint meeting of the Northern Nigeria Governors’ Forum and the Northern Traditional Rulers’ Council held on Wednesday at the Council Chamber of Sir Kashim Ibrahim House in Kaduna.
The meeting, attended by governors and traditional rulers from across Northern Nigeria, focused exclusively on the region’s security challenges and deliberated on practical measures to restore peace and improve public safety.
The communiqué, signed by the Chairman of the Northern Nigeria Governors’ Forum and Governor of Gombe State, Muhammadu Inuwa Yahaya, commended President Bola Ahmed Tinubu for his commitment to addressing Nigeria’s security challenges and pledged continued support for federal security initiatives through enhanced intelligence sharing, stronger community resilience and the development of a sustainable regional security framework.
Northern Leaders Back State Police
The forum welcomed the progress toward establishing state police, describing it as a major step in strengthening Nigeria’s security architecture.
The governors and traditional rulers commended President Tinubu and the National Assembly for advancing the constitutional amendment process, expressing confidence that properly trained and adequately equipped state police would significantly improve efforts to combat insecurity nationwide.
Support for Security Trust Fund
The meeting expressed confidence in the newly inaugurated Board of Trustees of the Northern Nigeria Security Trust Fund, urging members to discharge their responsibilities with diligence, transparency, integrity and independence.
The forum also praised member states for fulfilling their commitment to contribute N1 billion monthly to the fund, describing the initiative as a demonstration of collective responsibility.
It further called on traditional rulers, civil society organisations, the media and citizens to support the Board in delivering on its mandate.
Addressing Root Causes of Insecurity
Beyond military and security operations, the forum resolved to intensify efforts aimed at addressing the underlying causes of insecurity, including poverty, unemployment, illiteracy and the growing population of out-of-school children.

The governors stressed the importance of sustained investments in education, agriculture, youth empowerment, skills acquisition and livelihood programmes as part of a long-term strategy to reduce insecurity.
Protection for Farmers
With the farming season already underway, the forum urged governments and security agencies to provide adequate protection for farmers affected by insecurity and communal conflicts.
It also pledged closer collaboration with traditional institutions, local governments and community leaders to prevent conflicts, promote peaceful coexistence, support livestock transformation and modernise agricultural activities across Northern Nigeria.
Regional Collaboration Beyond Security
The meeting resolved to deepen regional cooperation beyond security by developing a unified framework covering education, agriculture and healthcare.
According to the communiqué, the proposed framework will coordinate resources, encourage innovation and improve service delivery across Northern Nigeria.
