The Nigeria Civil Aviation Authority has ordered the suspension of regulatory and administrative services to 11 domestic airlines over unpaid statutory charges.

The affected airlines were placed on the regulator’s updated “No-Pay-No-Service” list following their failure to remit outstanding payments owed to the authority.

According to an internal memo dated May 22, 2026, the NCAA directed all its directorates and regional offices to withhold services from the airlines until they clear their debts or agree on acceptable repayment arrangements.

The directive affects Air Peace, Ibom Air, Arik Air, United Nigeria Airlines, Umza Air, NG Eagle, Max Air, Caverton Helicopters, Overland Airways, Rano Air and ValueJet.

At the centre of the dispute are the five per cent Ticket Sales Charge and Cargo Sales Charge collected by airlines on behalf of the NCAA. The funds are used to support aviation safety oversight, personnel training and economic regulation within the industry.

The memo, signed by the Director of Finance and Accounts, Olufemi Odukoya, stated that no NCAA directorate should render any service to the listed airlines without financial clearance from the finance department.

The development has raised concerns within the aviation sector, as the suspension of services could result in operational delays and disruptions for affected carriers and passengers if the issues remain unresolved.
