This is the first move the English international has made since he joined Leeds United’s senior team eight years ago where his performances complemented the team’s promotion to the Premier League last two seasons ago.
Phillips, under Leeds boss Marcelo Bielsa, has flourished in the midfield position netting 14 goals from 214 appearances and this earned him a call-up to the Three Lions national team where he has earned 23 caps.
The player, in his interview after finalising the deal, said he is happy to make a move to the club considered the best in England and parades a manager that is one of the best in the world.

“City have proved again to be the best team in the country, with an amazing squad and a manager in Pep Guardiola who is rightly considered to be the finest in the world.
“To be able to play under Pep, learn from him and his coaching staff as well as being part of a fantastic squad is a prospect that I’m incredibly excited about.
“City are a world-class club with world-class staff and facilities. It’s a dream come true to join,” the midfielder commended.
Commending the deal, City’s football director Txiki Begiristain conceded that Phillips has long been on the radar of the club that fancied his progress in the English league.
He added that the player’s abilities are commendable, including his energy and drive make him a good stock in the club squad.
“Kalvin is a player that we have long admired, and at both domestic and international level, he has proved his fantastic ability and quality over the past few seasons,” Begiristain revealed.
“His reading of the game, alongside his passing ability, energy and drive make him a formidable talent and he is a player who has a fantastic will to win.
“We feel he will be a superb addition to our squad and that he will complement our game perfectly.
“Everyone here is looking forward to watch Kalvin play and develop even further over the next few years,” he added.
The 26-year-old signed a six-year deal with Pep Guardiola’s side and will remain in the Etihad Stadium until 2028.
