The Delta State Government has reaffirmed its policy of paying contractors 40% mobilization immediately after project approval and 100% payment upon certification of work. This revelation was made by the Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, who described the policy as a game-changer under Governor Sheriff Oborevwori’s administration.
Aniagwu explained that the 40% upfront payment enables contractors to begin work without delay, removing common excuses and giving the government leverage to demand compliance with project specifications and timelines. He stressed that the state’s approach is not only proactive but also unique, noting that Delta remains one of the few states in Nigeria offering such contractor-friendly yet result-oriented terms.
According to the commissioner, all payments are guided by the Bill of Engineering Measurement and Evaluation (BEME), and every certified milestone is fully paid. He described this as a sharp departure from past practices, reinforcing the governor’s focus on financial discipline, quality assurance, and accelerated delivery.
