Nigeria Launches NUCAP in Bende, Abia State
The Federal Government’s NUCAP initiative has entered its rollout phase with the commissioning of a telecommunications site in Bende Local Government Area of Abia State.
According to the Ministry of Communications, Innovation and Digital Economy, the project is designed to extend network coverage to communities that commercial telecommunications operators have largely overlooked because of geographical challenges and the cost of infrastructure deployment.
The Bende site is located along the Umuahia–Ohafia corridor. Its selection followed advocacy by Deputy Speaker of the House of Representatives, Benjamin Kalu, who represents the area.
Ministry assessments reportedly indicate that five to eight additional sites may eventually be required to provide more comprehensive coverage across Bende LGA.
The government has also set a target of activating at least 200 sites nationwide by December 2026 as implementation gathers pace.
NUCAP Targets 20 Million Nigerians Without Reliable Network Coverage
The project aims to connect nearly 20 million Nigerians who currently lack reliable mobile and internet services.
Under the deployment plan, the government intends to establish 3,700 telecommunications towers across rural settlements, riverine communities and other locations where conventional commercial infrastructure has been limited.
Each tower is expected to serve approximately 5,000 to 10,000 people, although actual coverage will depend on terrain, network design, signal strength and the location of surrounding communities.
Beyond voice calls and mobile data, the proposed infrastructure is expected to support digital services that can improve access to education, healthcare, financial transactions, agricultural markets and government information.
For farmers, improved connectivity could make it easier to obtain market information and communicate with buyers. Traders could benefit from more reliable digital payments, while residents in remote communities could gain better access to emergency communication and online services.
However, the extent of these benefits will depend on the timely activation of the sites, network reliability and the affordability of services for local residents.
Government Plans Green Telecom Towers With Public Wi-Fi
NUCAP is being developed around what officials describe as a “wholly green network”, incorporating sustainable energy solutions to reduce dependence on diesel generators in remote locations.
The proposed sites are also expected to provide public Wi-Fi and digital learning tools, extending their intended benefits beyond basic telecommunications coverage.
Power supply is a major operational consideration for telecommunications infrastructure in areas with limited electricity access. Using suitable renewable-energy systems could help reduce fuel costs and support more reliable service, provided the equipment is properly maintained.
The inclusion of public Wi-Fi and digital learning facilities could also help residents access educational materials and online resources without relying exclusively on individual mobile data subscriptions.
The long-term effectiveness of the approach will depend on equipment maintenance, energy-system performance, security and the arrangements for managing public access.
NUCAP Funding, Investment and China Industrial Bank Support
The project follows earlier steps by the Federal Government to establish its financing and implementation framework.
The Federal Executive Council approved the project structure earlier in 2026, after which the government invited private equity investors to participate through a proposed special-purpose vehicle.
According to the published project information, the Ministry of Finance Incorporated is expected to hold a 90 per cent stake, while private investors would contribute approximately $35 million for a 10 per cent share.
China Industrial Bank (CIB) has also reportedly committed support for the programme, including assistance towards delivering at least 1,000 telecommunications sites by the end of 2026.
The reported commitment marks a significant financing component of the rollout, although the final pace of construction and activation will depend on implementation arrangements, equipment delivery and coordination among the participating organisations.
The government has indicated that funding and contractual preparations were completed ahead of the October rollout.
NUCAP Supports Tinubu’s Digital Economy Agenda
President Bola Ahmed Tinubu directed the expansion of telecommunications access as part of the administration’s broader ambition to build a $1 trillion economy.
Tijani has argued that reliable connectivity is essential for enabling Nigerians in underserved areas to participate in economic and social activities.
Without access to mobile networks and the internet, residents may face difficulties using digital financial services, accessing educational resources, obtaining healthcare information and connecting to wider markets.
The ministry has positioned NUCAP as an effort to reduce these barriers by bringing telecommunications infrastructure closer to communities that have not attracted sufficient private investment.
The project’s contribution to the wider economy will depend on whether newly connected communities can access affordable services and translate connectivity into productive activities.
NUCAP to Complement Project BRIDGE and NIGCOMSAT
NUCAP forms part of a broader digital infrastructure strategy that includes Project BRIDGE and satellite-based connectivity.
Project BRIDGE is designed to deploy approximately 90,000 kilometres of fibre-optic infrastructure, strengthening the backbone needed to carry high volumes of internet traffic across Nigeria.
Meanwhile, the Nigerian Communications Satellite Limited (NIGCOMSAT) provides satellite-based connectivity options for locations where terrestrial infrastructure may be difficult or uneconomical to deploy.
The initiatives address different parts of the connectivity challenge. Fibre infrastructure provides high-capacity links, telecommunications towers extend mobile network access, and satellite systems can help serve locations beyond the practical reach of conventional networks.
Together, the programmes are intended to expand coverage and improve the infrastructure supporting Nigeria’s digital economy.
The ministry has also cited growth in the information and communications technology sector’s contribution to gross domestic product, placing it at approximately 21 per cent, compared with an estimated 16–18 per cent at the beginning of the administration. The precise figures and the extent to which individual infrastructure projects have contributed would require separate verification.

How to Check Whether Your Community Is Included in NUCAP
Residents can review the project’s deployment information and check whether their communities are included through the Federal Ministry of Communications, Innovation and Digital Economy’s website.
- Project website: fmcide.gov.ng/nucap
- Email for reporting uncovered communities: nucap@fmcide.gov.ng
The ministry has also invited members of the public to report communities without adequate telecommunications coverage through its social media channels.
Residents who submit reports should provide the community name, local government area and relevant details about existing network coverage to help officials identify areas requiring attention.
The published deployment plan should be treated as a guide to planned coverage rather than a guarantee that every listed location already has an operational network.
NUCAP Implementation Will Determine Its Impact
The launch of NUCAP marks a step in the Federal Government’s effort to narrow Nigeria’s digital divide, with a target of 3,700 telecommunications towers and nearly 20 million potential beneficiaries.
However, the project’s success will depend on more than the number of towers constructed. Sites must be activated on schedule, maintained over time and integrated with mobile network operators to deliver reliable services.
Affordable data prices, dependable electricity, equipment security and effective maintenance will also influence whether residents can make practical use of the new infrastructure.
For communities that have long struggled with poor network coverage, the first site in Bende represents the beginning of a wider connectivity programme. The next test will be whether the government can translate its nationwide targets into reliable and affordable access for the people the project is intended to serve.
