91.4% of Personal Pension Plan Accounts Remain Unfunded, PenCom Data Show

About 91.4 percent of Retirement Savings Accounts (RSAs) registered under Nigeria’s Personal Pension Plan (PPP) remained unfunded as of the end of the first quarter of 2026, highlighting the difficulty of converting pension registrations into active retirement savings.

Data from the National Pension Commission (PenCom) showed that only a small proportion of registered PPP accounts had received contributions since the scheme began, despite efforts to expand pension coverage among self-employed Nigerians and workers in the informal sector.

PPP Records 219,316 Registrations

PenCom’s first-quarter 2026 pension industry data showed that the Personal Pension Plan recorded 219,316 cumulative registrations from inception to the end of March 2026.

Of this figure, only 18,811 accounts had received contributions and were therefore classified as funded. The remaining 200,505 accounts, representing about 91.4 per cent of registered accounts, had no contributions.

The figures point to a significant gap between pension enrolment and actual savings, particularly among self-employed people and informal-sector workers who make up the primary target of the PPP.

Total contributions under the scheme stood at ₦1.66 billion from inception to Q1 2026.

Quarterly contributions, however, recorded a notable increase. Contributions rose from ₦103.30 million in Q4 2025 to ₦147.16 million in Q1 2026, representing an increase of ₦43.86 million, or about 42.5 per cent.

Despite the increase, the proportion of unfunded accounts improved only marginally from the previous quarter, when about 92 per cent of PPP accounts had no contributions.

What Is the Personal Pension Plan?

The Personal Pension Plan, previously referred to in some contexts as the Micro Pension Plan, enables self-employed people and workers in the informal sector to participate voluntarily in Nigeria’s Contributory Pension Scheme.

Unlike formal-sector employees who are subject to mandatory pension contributions, PPP subscribers are required to make contributions based largely on their individual capacity and willingness to save.

The scheme is intended to extend pension coverage to millions of Nigerians outside the formal employment system, including traders, artisans, farmers, transport workers and other self-employed persons.

However, the high number of unfunded accounts suggests that registration alone has not translated into sustained retirement savings.

PenCom has set a target of achieving a 30 per cent funded-account ratio by the fourth quarter of 2026. Meeting the target could prove difficult without significant improvements in subscriber engagement, product design and contribution channels.

The commission has also stressed the importance of measuring pension inclusion through funded accounts rather than relying primarily on registration figures.

 

Nigeria’s Pension Industry Continues to Grow

The broader pension industry recorded continued growth during the first quarter of 2026.

Cumulative Retirement Savings Account registrations under the Contributory Pension Scheme reached approximately 11.18 million by the end of March 2026, up from about 11.04 million at the end of 2025.

A total of 143,248 new accounts were opened during the quarter, with people below the age of 40 accounting for a significant share of new registrations.

Total pension assets also increased, reaching approximately ₦29.52 trillion.

Despite the growth, pension coverage remains low compared with Nigeria’s estimated labour force of about 92 million people. Registered contributors account for only about 12 per cent of the workforce, leaving a substantial coverage gap.

The informal sector remains the biggest challenge because it employs a large proportion of Nigerians but has historically recorded low participation in formal pension arrangements.

Why Many PPP Accounts Remain Unfunded

The large number of inactive PPP accounts reflects several challenges facing pension inclusion in Nigeria.

These include limited financial literacy, weak savings culture, low and irregular incomes, economic pressures and difficulties in maintaining regular contributions.

There are also concerns about how effectively Pension Fund Administrators engage informal-sector workers and whether existing pension products and payment channels adequately reflect their income patterns.

PenCom has indicated plans to publish funding-conversion targets for pension operators and expand the network of Accredited Pension Agents.

The regulator is also expected to strengthen partnerships with cooperatives, fintech companies, telecommunications firms, trade unions and professional associations to make pension contributions more accessible to informal-sector workers.

Registration Is Not Enough

Industry observers say the latest figures show that expanding pension coverage requires more than opening new accounts.

The real measure of the Personal Pension Plan’s success will be the number of subscribers who make regular contributions and accumulate meaningful retirement savings.

For PenCom and Pension Fund Administrators, the challenge is therefore to convert the large pool of registered but unfunded accounts into active savings accounts.

As Nigeria seeks to extend pension coverage to millions of workers outside the formal sector, closing the gap between PPP registration and actual funding will remain a major test for the pension industry.
