The Makinde-Daura Presidential Campaign Organisation (MDPCO) has alleged that some officials of the Independent National Electoral Commission (INEC) are planning to release millions of unclaimed Permanent Voter Cards (PVCs) to agents of the ruling All Progressives Congress (APC) ahead of the 2027 general election.

Campaign Group Raises Alarm Over Unclaimed PVCs
In a statement signed by its Director of Strategic Communications, Richard Ihediwa, the MDPCO urged INEC to immediately address the allegation and reassure Nigerians about the security and custody of unclaimed PVCs.
The campaign organisation warned that any compromise in the management of the cards could undermine confidence in the 2027 electoral process and raise concerns about the credibility of the election.
The allegation comes as political parties and campaign organisations intensify preparations for the 2027 presidential election. The Makinde-Daura ticket is contesting the election under the Allied Peoples Movement (APM).
MDPCO Alleges Risk of Electoral Manipulation
The campaign group alleged that compromised electoral officials could facilitate access to unclaimed PVCs and enable unregistered individuals to use them to gain access to polling units and potentially manipulate election results.
The organisation said the allegation placed a significant responsibility on INEC to demonstrate that unclaimed voter cards are securely stored and protected from unauthorised access, collection or transfer.
It maintained that unclaimed PVCs should remain strictly controlled electoral materials and should not be made available for political purposes.
