The administration of President Bola Ahmed Tinubu is seeking fresh World Bank financing worth $1.5 billion as Nigeria’s public debt climbs to ₦166.79 trillion, according to World Bank project documents and the latest data from the Debt Management Office (DMO).

Nigeria Seeks Three World Bank Financing Facilities

The proposed $1.5 billion World Bank financing is structured around three separate facilities of $500 million each, targeting development priorities including climate resilience, social protection and early childhood development.

Available project information indicates that the facilities are at different stages of preparation and should not be regarded as approved loans at this stage.

One of the proposed facilities involves additional financing for the Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL) programme, which focuses on strengthening resilience to climate-related challenges.

Another proposed $500 million facility is aimed at strengthening social protection, while a third would support early childhood development across Nigeria.

Nigeria’s Public Debt Rises to ₦166.79tn

The proposed financing comes as Nigeria’s public debt continues to rise.

The DMO reported that Nigeria’s total public debt stood at ₦166.79 trillion as of June 30, 2026, compared with ₦159.35 trillion at the end of March 2026. The increase represents ₦7.44 trillion, or about 4.7 per cent, in three months.

The latest debt figure covers obligations of the Federal Government, states and the Federal Capital Territory.

The rising debt has kept attention on the Federal Government’s borrowing strategy, debt-service obligations and the economic returns expected from borrowed funds.

What the Proposed $1.5bn World Bank Financing Will Fund

The proposed facilities are designed to support programmes in areas that directly affect households and communities.

The climate-resilience component is expected to support efforts aimed at helping vulnerable communities respond to climate-related risks.

The proposed social protection financing would support programmes designed to strengthen assistance for vulnerable households.

The early childhood development component is expected to focus on services covering areas such as health, nutrition, early learning and childcare.

The World Bank has identified early childhood development, social protection and climate resilience among areas relevant to Nigeria’s development priorities.

Proposed Financing Is Yet to Be Approved

The proposed $1.5 billion World Bank financing should be distinguished from funds already approved or disbursed to Nigeria.

World Bank financing records show several other Nigeria projects have already received approval in 2026, including the $500 million Nigeria Actions for Investment and Jobs Acceleration operation and a separate $750 million operation under the same programme.

The new facilities, however, must pass through their respective preparation, review and approval processes before they become confirmed financing.

Borrowing Raises Questions Over Loan Utilisation

The proposed borrowing is likely to attract further attention to how Nigeria has utilised previous loans and the results achieved from debt-funded programmes.

The Federal Government has previously argued that World Bank-backed financing supports economic reforms, infrastructure, social protection, education and human-capital development.

The latest development is therefore expected to keep the focus on transparency, project implementation, accountability and measurable outcomes from borrowed funds.

Focus Turns to Nigeria’s Debt Management

With Nigeria’s public debt now at ₦166.79 trillion, the proposed World Bank financing adds another dimension to the country’s ongoing borrowing debate.

The key issues include the amount of existing debt, the terms attached to new financing, how borrowed funds are deployed, the projects delivered and the benefits ultimately received by Nigerians.
