The House of Representatives has extended the deadline for the submission of memoranda for the creation of new states, and local governments.
It had originally set March 5, 2025, as the deadline but has now moved the date forward to March 26, 2025, following public demand.
This was disclosed in a statement issued on Monday by the spokesman for the House of Representatives, Rep. Akin Rotimi (Jnr).
The extension, as announced by the House Committee on the Review of the Constitution, allows proponents additional time to refine, and resubmit their proposals in line with constitutional requirements.

According to the 1999 Constitution (as amended), “proposals for state creation must be supported by a two-third majority of elected representatives from the affected area, including members of the Senate, House of Representatives, state House of Assembly, and local government councils.”
Similarly, local government creation requires approval from the state House of Assembly, and the outcome of a referendum before being forwarded to the National Assembly.
The committee has outlined submission guidelines, requiring hard copies to be delivered to the National Assembly Complex in Abuja, and soft copies sent via email.
House Deputy Speaker and Chairman of the committee, Benjamin Kalu, emphasized the committee’s commitment to a transparent process.
“This decision is a response to appeals from Nigerians who want their submissions reconsidered. Our goal is to ensure a fair and constitutionally compliant process that reflects the people’s aspirations,” Kalu stated.
The House reaffirmed its dedication to upholding democratic principles, and ensuring all legislative processes align with the constitution and the interests of Nigerians.
