FIFA President Gianni Infantino has apologised over the handling of the controversial FIFA Forward Enterprise (FFE) proposal as the world football governing body announced a proposed $6.35 billion investment plan to support its 211 member associations between 2027 and 2030. The announcement followed a FIFA Council meeting in Zurich, where officials also confirmed that the disputed FFE initiative had been withdrawn permanently.

Key Highlights

  • $6.35 billion funding plan: FIFA proposes a major increase in financial support for football development worldwide.
  • $25 million per member association: Allocations could rise significantly under the proposed programme.
  • FIFA Forward Enterprise scrapped: The controversial initiative will not return in any form.
  • New governance review: A working group representing the confederations will examine FIFA’s governance framework.
  • December 2026 deadline: The proposed funding framework will be presented to the FIFA Council for further consideration.
  • March 2027 Congress: Major proposals will be submitted for formal approval at the 77th FIFA Congress.

FIFA Announces $6.35bn Solidarity Funding Programme

The proposed FIFA Surplus Solidarity Programme is designed to increase investment in football development following the anticipated commercial success of the 2026 FIFA World Cup, which will feature 48 teams.

According to the proposal, the total support package could reach $6.35 billion for the 2027–2030 cycle, drawing on an estimated financial surplus of between $5.2 billion and $5.6 billion.

Under the plan, funding allocations to each FIFA member association could rise to $25 million, while the organisation would maintain $1.7 billion in reserves.

The initiative is intended to strengthen financial support for football development across FIFA’s global membership, with proposed funding directed towards women’s football, youth development, long-term projects and infrastructure.

The distribution framework will also be subject to approval procedures, eligibility requirements and audit controls designed to ensure accountability and transparency.

Infantino Apologises Over FIFA Forward Enterprise Proposal

The FIFA Council meeting focused heavily on the withdrawn FIFA Forward Enterprise initiative, which had attracted criticism from stakeholders in recent months.

Infantino accepted responsibility for how the proposal was handled and communicated to the international football community.

He reiterated that FIFA’s financial resources, including its reserves, belong to its 211 member associations and stressed the importance of reinvesting the organisation’s resources in the development of football worldwide.

According to Infantino, FIFA’s proposed increase in development investment reflects its commitment to expanding access to the sport and supporting member associations.

He also thanked stakeholders who had submitted suggestions regarding the distribution of FIFA funds, calling for unity and decisions that serve the best interests of football.

The FIFA president said the proposed increase in funding represented a significant expansion of support since he assumed office in 2016.

FIFA Confirms Permanent Withdrawal of FFE Initiative

The FIFA Council confirmed that the FIFA Forward Enterprise proposal would not return in its previous form or under another arrangement.

During the meeting, externally appointed lawyers briefed council members on confidential legal proceedings in the United States connected to the matter.

FIFA will also establish a new working group comprising representatives from the various continental confederations to review the organisation’s broader governance framework.

The review is expected to examine governance arrangements and help strengthen the processes through which FIFA makes financial and administrative decisions.

Infantino said council members had been given the opportunity to ask questions and express their views during discussions about the FFE project.

FIFA to Finalise Funding Rules Ahead of December Meeting

Following the council meeting, FIFA’s administration will work with relevant committees to finalise the eligibility criteria, application procedures and disbursement rules for the proposed surplus solidarity programme.

The complete framework is expected to be presented to the FIFA Council at its next meeting in December 2026.

If approved through the relevant procedures, the programme would expand financial support for football development across FIFA’s member associations during the 2027–2030 cycle.

The proposals will ultimately be submitted for formal consideration at the 77th FIFA Congress scheduled for March 2027.

FIFA Reviews Other Administrative Matters

The Zurich meeting also addressed other administrative and regulatory issues within the organisation.

The Football Social Responsibility Committee will assess the FIFA Peace Prize, while the Legal Committee will review disciplinary procedures following the suspended ban involving footballer Folarin Balogun.

The proposed funding expansion, governance review and other major initiatives are expected to feature in FIFA’s wider institutional agenda ahead of the 2027 Congress.
