The Federal Ministry of Humanitarian Affairs and Poverty Reduction has intensified efforts to reform Nigeria’s correctional system with the inauguration of a Joint Technical Committee on Strategic Collaboration with the Nigeria Correctional Service (NCoS), aimed at strengthening rehabilitation and reintegration programmes for inmates and ex-offenders.
According to a press statement issued on May 7 by the Ministry’s Information Officer, Mrs. Janet McDicks, the committee was formally inaugurated on Thursday, May 6, 2026, by the Permanent Secretary of the Ministry, Olubunmi Olusanya, alongside senior ministry officials and representatives of the Nigeria Correctional Service.
Strengthening collaboration for correctional reform
The newly inaugurated Joint Technical Committee is designed to deepen institutional cooperation between the Ministry and the Nigeria Correctional Service.
It will serve as a structured platform for joint planning, coordination, and implementation of rehabilitation and reintegration programmes targeted at inmates and individuals transitioning back into society after serving their sentences.
The inauguration ceremony took place at the conference room of the Federal Ministry of Humanitarian Affairs and Poverty Reduction in Abuja on Wednesday.

The Ministry outlined the core objectives of the committee to include:
Strengthening inter-agency collaboration in correctional management
Enhancing rehabilitation and skills development programmes for inmates
Promoting sustainable reintegration of ex-offenders into society
Reducing recidivism through structured post-release support systems
Officials noted that the initiative reflects a broader national reform agenda aimed at shifting Nigeria’s correctional system from a purely punitive approach to one that prioritises rehabilitation, behavioural correction, and social reintegration.
The Joint Technical Committee is expected to develop policy frameworks, coordinate implementation strategies, and drive joint programmes between both institutions.
It will also assess existing rehabilitation gaps within correctional facilities and recommend sustainable interventions to improve post-release outcomes for inmates.
In addition, the committee will function as a continuous engagement platform for monitoring, evaluation, and alignment of rehabilitation-focused initiatives across correctional centres nationwide.
While the inauguration officially took place on Wednesday, May 6, 2026, public communication and formal briefing were released the following day, Thursday, May 7, 2026.
The Federal Ministry of Humanitarian Affairs and Poverty Reduction reiterated that the initiative aligns with its broader mandate of inclusive social development and poverty reduction.
According to the Ministry, effective rehabilitation and reintegration of former inmates remain key to building safer communities and reducing the cycle of reoffending.
The Ministry emphasized that by providing structured opportunities for reintegration, ex-offenders can be supported to become productive members of society, thereby contributing positively to national development.
