The House of Representatives Committee on Petroleum Resources (Downstream) is set to hold its maiden Downstream Week in Abuja, a two-day policy and stakeholder event designed to push for far-reaching reforms in Nigeria’s petroleum sector.
The event, scheduled for Monday, October 13 to Tuesday, October 14, 2025, at the National Assembly Complex, will feature top government officials, industry experts, and private sector leaders engaging in high-level discussions on how to fix Nigeria’s ailing downstream oil and gas sector.
According to a statement signed by the House Spokesman, Rep. Akin Rotimi, Jr., the Inaugural Downstream Week is part of the legislature’s broader oversight and reform agenda aimed at fostering investment confidence, ensuring policy stability, and promoting transparency within the petroleum value chain.
With the theme “Celebrating Our Success, Confronting Our Challenges, and Finding Solutions for the Petroleum Downstream Sector,” the forum is expected to spotlight long-standing inefficiencies, regulatory bottlenecks, and investment challenges that continue to plague Nigeria’s downstream oil and gas market.
The programme, which is being organized in collaboration with the Federal Ministry of Petroleum Resources and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), will include keynote sessions, technical presentations, and panel discussions featuring policymakers, investors, and civil society stakeholders.
Among the dignitaries expected at the event are: Senate President Godswill Akpabio, GCON; Speaker of the House, Rt. Hon. Abbas Tajudeen, PhD, GCON; Senator Heineken Lokpobiri, Minister of State for Petroleum (Oil); Rt. Hon. Ekperikpe Ekpo, Minister of State for Petroleum (Gas); Mr. Olayemi Cardoso, Governor, Central Bank of Nigeria; Mr. Babajide Sanwo-Olu, Governor of Lagos State; Alhaji Aliko Dangote, GCON, Chairman, Dangote Group, among other industry leaders.
Chairman of the Committee, Rep. Ikeagwuonu Ugochinyere, described the initiative as a “strategic move by the legislature to drive reform through evidence-based engagement.”

“The Inaugural Downstream Week reflects our commitment to strengthen parliamentary oversight through collaboration and knowledge exchange. It is a working platform to generate legislative and policy outcomes that address systemic inefficiencies and restore investor confidence in the petroleum sector,” Ugochinyere said.
He added that the Committee would use the forum to review the implementation of key provisions of the Petroleum Industry Act (PIA) and explore measures to ensure that reforms translate into real economic gains for Nigerians.
The House reaffirmed its resolve to use legislative instruments to enhance institutional accountability, promote energy self-sufficiency, and drive sustainable economic growth in line with the 10th Assembly Legislative Agenda (2023–2027).
