The Federal Capital Territory Administration (FCTA) is set to conduct its 2026 promotion examinations for more than 10,700 staff across 145 cadres, as the FCT Civil Service Commission moves to clear outstanding promotion backlogs in the territory’s civil service.
Chairman of the FCT Civil Service Commission, Engr. Emeka Eze, announced the development on Wednesday in Abuja, saying FCT Minister Nyesom Wike had approved the exercise, which will be conducted through Computer-Based Testing (CBT).

FCTA Promotion Exams Begin October 6
Eze said the 2026 promotion exercise would commence on Monday, October 6, 2026, at the National Open University.
“Following the Honourable Minister’s approval, the 2026 promotion exercise for over 10,700 workers across 145 cadres will commence on Monday, October 6, at the National Open University,” he stated.
The exercise is part of efforts by the FCT Civil Service Commission to address outstanding promotion cases and ensure that eligible workers are considered for career advancement.
Promotions to Follow Merit and Public Service Rules
Eze emphasised that promotions would strictly follow the Public Service Rules, with consideration based on merit and available vacancies.
He explained that promotions would also be guided by the approved organogram and structure of the relevant agencies.
The chairman urged staff participating in the examination to improve their computer literacy in preparation for the CBT format.
Commission Assures Staff of Smooth Examination
The FCT Civil Service Commission said it had made arrangements to ensure the examination process runs smoothly.
“We have made necessary arrangements to ensure it runs smoothly. Like last year, it is going to be smooth,” Eze said.
He noted that some of the challenges associated with previous promotion examinations had been addressed, adding that workers now have a better understanding of the competitive nature of the process.

FCTA Targets Clearance of Promotion Backlog
Eze said successful candidates from the July 2025 promotion exercise had already received their promotion letters.
He added that the 2026 examination is expected to clear all inherited promotion backlogs.
“With this, we would have cleared all the backlog of promotions we inherited. By 2027, we will only be conducting 2027 promotion as and when due. That is the directive of the Minister,” he added.
Candidates Receive Examination Guidelines
The commission has advised candidates to prepare adequately and comply with all examination guidelines.
Eze specifically warned candidates against bringing mobile phones into the examination hall.
“Obey all instructions. Do not come to the hall with phones. You must come with your regulation letter and letter of confirmation,” he warned.
Candidates are expected to come with the required documents and comply with instructions provided by the commission.
How FCTA 2026 CBT Promotion Exam Will Work
According to the commission, each candidate will have 45 minutes to complete the computer-based examination.
Candidates will log in using the details provided on the commission’s website, which will also serve as their password.
Once logged in, the candidate’s name, cadre and level will automatically appear on the system.
The examination will begin with a timer, and the system will automatically shut down when the 45-minute period expires.
Candidates will then be able to view their results and either screenshot or record the result for their records.
FCTA Continues Computer-Based Promotion Exams
The 2026 exercise builds on the FCT Civil Service Commission’s earlier adoption of CBT for promotion examinations.
The commission had introduced the computer-based format as part of efforts to improve transparency, efficiency and fairness in the promotion process.
The latest exercise is expected to further institutionalise the CBT approach while helping the commission process promotion examinations across the various cadres of the FCT civil service.

With more than 10,700 workers expected to participate, the 2026 promotion examination represents a major exercise for the FCT Civil Service Commission.
The commission is expected to use the outcome of the examination, alongside applicable service rules and available vacancies, to determine eligible promotions.
The exercise is also expected to bring the administration closer to its stated objective of clearing inherited promotion backlogs and returning the promotion process to an annual schedule.
