The Independent Corrupt Practices and other related offences Commission (ICPC) has reaffirmed that former Naval Chief, Vice Admiral Jibrin Usman (rtd), and Brigadier-General Ishaya Bauka (rtd), remain on its wanted list for alleged involvement in a N3 billion fraud.
In a press statement issued on Friday, signed by the ICPC’s Director of Public Enlightenment and Education, Demola Bakare, the agency dismissed claims that the amended charges filed against those charged in relation to the fraud case, had exonerated the two former military officers of embezzlement and abuse of office.
The commission clarified that the charges against them were only amended, not withdrawn, and that an active arrest warrant remains in effect.
“It should be clearly stated that there is a subsisting arrest warrant against the two ex-military officers. Whoever sees them could assist in bringing them to justice,” ICPC stated.
The anti-graft agency emphasized that it does not exonerate individuals once a case is in court, noting that amending charges is standard procedure to proceed against available defendants, while those at large are pursued.

Vice Admiral Usman (rtd) was originally charged alongside, five others in a case filed on April 17, 2023. Despite being served with the charges via their legal representatives, both he and Brig. Gen. Bauka failed to appear in court.
Consequently, the ICPC obtained a bench warrant for their arrest.
On February 4, 2025, ICPC operatives apprehended Adam Imam Yusuf, the second defendant in the original case, at his residence in Gwagwalada, Abuja. However, the two ex-military officers remain at large.
The commission assured the public that efforts to arrest them are ongoing and that, once apprehended, the charges will be amended to reinstate the original allegations against them.
