The Delta State governorship candidate of the National Democratic Congress (NDC), Deacon Chris Iyovwaye, has criticised the state government’s ₦5 billion grassroots empowerment programme, questioning whether the distribution of ₦50,000 to 100,000 beneficiaries can provide lasting relief from poverty.

Iyovwaye argued that the government should prioritise industrial development, job creation and sustainable economic opportunities over one-off cash payments, asking what beneficiaries would do when the money was exhausted.

Key Highlights

  • NDC governorship candidate Chris Iyovwaye has criticised Delta State’s ₦5 billion empowerment programme.
  • The scheme is designed to provide ₦50,000 each to 100,000 beneficiaries across 500 wards.
  • Iyovwaye urged the government to invest in factories, industries and job creation.
  • Reactions to the programme on social media have been divided, with supporters welcoming the financial assistance and critics questioning its long-term impact.
  • The Delta State Government says the initiative is intended to support small-scale business owners and stimulate grassroots economic activity.

Iyovwaye Questions Sustainability of ₦50,000 Grants

The Delta State Government announced on Sunday, October 19, 2026, that it had commenced the ₦5 billion Grassroots Empowerment Programme, targeting 100,000 beneficiaries across the state’s 500 wards.

Under the initiative, each beneficiary is expected to receive ₦50,000 to support small-scale businesses and stimulate economic activity at the grassroots.

Reacting to the programme in a video circulating on Facebook, Iyovwaye questioned the long-term benefits of distributing the funds without creating sustainable sources of employment and income.

“100,000 people x ₦50,000 equals ₦5 billion… How long will we continue to celebrate the sharing of money as development in Delta State? What happens when the ₦50,000 finishes? Where are the factories? Where are the industries? Where are the jobs for our graduates?” he asked.

The NDC candidate argued that the same ₦5 billion could be invested in productive ventures, including packaging, frozen food and fish-processing companies, capable of creating jobs and generating regular income.

In his message to supporters, he declared: “₦50,000 TODAY, BACK TO POVERTY TOMORROW! IS THIS EMPOWERMENT?”

He added that Deltans needed opportunities to earn sustainable incomes rather than continued dependence on financial handouts.

“Our people are not lazy! They need opportunities, not endless handouts! We cannot continue to fight poverty by temporarily relieving it. We must create opportunities that lift people out of it permanently! DELTA STATE DESERVES JOBS, NOT JUST HANDOUTS!” he said.

Delta ₦5bn Empowerment Programme Divides Social Media Users

The government’s announcement has generated mixed reactions on social media, particularly on Facebook, where supporters and critics have debated the programme’s potential impact.

Supporters of the state government’s MORE Agenda have defended the initiative, arguing that ₦50,000 could provide useful capital for small traders and other business owners.

Some commenters also praised previous distributions, including a reported exercise involving 200 beneficiaries in Udu Local Government Area in September.

Others questioned the application process and eligibility requirements, with several users asking how they could access the funds.

Critics, however, raised concerns about the programme’s timing and sustainability, with some describing it as politically motivated and questioning whether the grants would produce lasting economic benefits.

Videos of Iyovwaye’s criticism have also attracted comments from supporters and opponents of different political figures in Delta State, reflecting the growing political debate ahead of the 2027 governorship election.

Activist Idu Ovie Alex separately criticised the ₦50,000 model, describing it as “mass feeding not empowerment” in a video and threatening to petition the Economic and Financial Crimes Commission (EFCC) over local government spending. The allegation and proposed petition could not be independently verified.

Iyovwaye Proposes Industrial Investment and Job Creation

At the centre of Iyovwaye’s criticism is the argument that direct financial assistance should be complemented by investments capable of creating long-term economic value.

He contrasted the government’s plan to distribute ₦5 billion among 100,000 beneficiaries with his proposal to invest the funds in industrial clusters and productive businesses.

According to his argument, investments in manufacturing and processing could create jobs, train young people, provide regular wages and support economic activity across Delta State.

He also questioned the state’s industrial development despite the substantial federal allocations Delta receives, urging residents to demand more investment in productive sectors.

However, the suggestion that the ₦5 billion could establish five or six sustainable companies capable of employing thousands of people remains Iyovwaye’s proposal. The likely cost, employment capacity and long-term viability of such businesses would require detailed feasibility studies.

Delta Government Yet to Respond to Iyovwaye’s Criticism

The Delta State Government had yet to respond directly to Iyovwaye’s criticism as of the time of filing this report.

The government’s announcement said the programme was designed to support small-scale business owners across all 500 wards and stimulate grassroots economic activity.

The debate has raised questions about how the initiative will select beneficiaries, monitor the use of the funds and measure its impact on small businesses and household incomes.

As the 2027 governorship election approaches, the programme is emerging as a point of political debate over the best way to tackle poverty and unemployment in Delta State.

The central question remains whether direct cash assistance, investment in industries or a combination of both can deliver more lasting economic benefits to residents.
