- Institutions are urged to strictly follow the prescribed approval process.
In a statement issued on Monday by the Director of Press and Public Relations at the Federal Ministry of Education, Boriowo Folasade, the government explained that the existing recruitment waiver protocol remains operational and that institutions must continue to follow the established approval process.
The clarification follows a speech delivered by the representative of President Bola Tinubu at the maiden convocation ceremony of the Federal University of Health Sciences, Azare, on October 17, 2026.
How The Waiver Process Works
The ministry explained that the office of the head of the civil service of the federation is responsible for approving establishment waivers for federal institutions, while requests for recruitment waivers are considered and approved by a committee chaired by the Minister of Education.
According to the ministry, the office of the head of service also determines authorised staff establishments and assesses manpower requirements across the institutions.
The office is represented on the waiver committee, which evaluates the staffing needs of federal tertiary institutions against their approved establishments before deciding whether additional recruitment is justified.
