Borno State has secured nine investment commitments from private sector organisations to support the resettlement, economic recovery and sustainable livelihoods of Internally Displaced Persons (IDPs) and returnees.

The commitments were secured at the two-day Borno State Durable Solutions to Internal Displacement Private Sector Roundtable held in Lagos on October 8 and 9, 2026.
A statement issued on Sunday by Dauda Iliya, Special Adviser on Media to Governor Babagana Zulum, said the roundtable also recorded approvals for land allocation and pledges to support investment, education and economic empowerment.
According to the statement, more than 20 private sector organisations from banking and finance, telecommunications, trade and commerce, impact investment, infrastructure, housing and philanthropy participated in the event.
Representatives of the United Nations High Commissioner for Refugees (UNHCR), International Organisation for Migration (IOM) and United Nations Development Programme (UNDP), alongside media organisations, also attended the roundtable.
Commitments Signed, Land Approvals Granted
The statement said six private sector companies signed letters of commitment on the first day, while three additional organisations signed on the second day, bringing the total to nine.
It added that other participating organisations collected commitment forms for further internal consultations before making formal commitments.
As part of efforts to facilitate investment, two investors applied for and received land allocation approvals on the first day, while telecommunications company Airtel secured right-of-way approval to erect telecommunications towers to expand connectivity across the state.
One of the major outcomes was the Dangote Group’s allocation of shares worth ₦366 million for Internally Displaced Persons and returnees, alongside a scholarship pledge by the Dangote Foundation for 4,000 girls over six years.
The statement said the commitments were expected to strengthen private sector participation in Borno State’s recovery process by expanding livelihood opportunities, improving access to services and promoting the economic inclusion of communities affected by displacement.

Incentives And Follow-Up Plan
To ensure the commitments translate into tangible projects, the state government plans to organise the investment pipeline by sector and align it with relevant pillars of the Borno State 25-year development plan.
The government also pledged to provide investors seeking to establish industries with land within two weeks, while residential plots would be allocated within 24 hours.
Other incentives outlined by the government include waivers, investment incentives, an investor-friendly business environment, an industrial hub, an international dry port and access to international markets.
The statement further disclosed that the Borno State government, the German development agency GIZ and, where necessary, Dyna-vest would establish an Investment Facilitation Support Group to follow up on commitments, track pledges and support projects in the investment pipeline.
The group would also introduce quarterly monitoring and reporting to assess progress, identify implementation challenges and facilitate timely interventions.
The roundtable concluded with a commitment to sustained engagement between the state government and private sector stakeholders to transform investment pledges into practical opportunities for IDPs, returnees and host communities across Borno State.
