The Borno State Government has signed a Memorandum of Understanding (MoU) with Technology Talent Services (TTS) Nigeria to equip young people and women with digital skills and create employment opportunities in the technology-driven economy.

Borno Government Signs MoU With TTS Nigeria
The agreement was signed on Wednesday at the Musa Usman Secretariat International Conference Centre, Maiduguri, during a state-level policy roundtable on Technology Talent Services supported by the Mastercard Foundation.
The initiative is aimed at developing market-ready digital skills and expanding technology-enabled employment opportunities, particularly in the Business Process Outsourcing (BPO) sector.
Governor Babagana Umara Zulum directed that the programme be domiciled in the Borno State Social Investment Management Programme (BOSIMP) to ensure effective coordination and implementation across the state.
Zulum Highlights Digital Skills, Economic Opportunities
Representing the governor at the event, Secretary to the Borno State Government, Bukar Tijjani, said the partnership was in line with the administration’s efforts to rebuild livelihoods, expand economic opportunities and implement the Borno 25-Year Development Plan.
Tijjani highlighted the state government’s investments in education, including the construction of 136 mega schools, teacher capacity development and the expansion of Technical, Vocational and Entrepreneurship Training (TVET) programmes.
He also disclosed plans to establish Information and Communication Technology (ICT) centres and hubs across the state’s 27 local government areas.
The Chief of Staff to the governor, Dr Babagana Malumbe, and a representative of the Borno State Chamber of Commerce, Industry, Mines and Agriculture delivered goodwill messages at the roundtable.
TTS Targets 30,000 Young Women
Speaking on the initiative, Ambassador Asari Allotey, Policy Lead at TTS Nigeria, said the programme was designed to equip 30,000 highly educated young women across Nigeria with market-ready digital skills.
According to Allotey, at least 25,000 beneficiaries are expected to gain access to employment opportunities through the programme.

The Lead of the Policy and Ecosystem Advocacy Pillar at TTS Nigeria, Femi Obidare, said Borno State was expected to benefit from about 2,000 opportunities under the initiative.
He added that 10 per cent of the opportunities would be reserved for persons with disabilities, while five per cent would be allocated to internally displaced persons.
Borno to Develop BPO Policy Framework
Obidare said TTS Nigeria would collaborate with the Borno State Government to strengthen the policy and ecosystem needed to support the growth of Business Process Outsourcing in the state.
The General Manager of BOSIMP, Dr Amdan Lawan, expressed the agency’s readiness to coordinate the partnership.
Professor Babagana Gutti, Vice-Chancellor of Borno State University, is expected to serve as the state facilitator.
Lawan called for the establishment of a technical team to develop a policy framework for BPO in Borno State, stressing that implementation of the partnership should continue beyond the signing ceremony.
MoU Signed in Maiduguri
The MoU was signed on behalf of the Borno State Government by Lawan, while Ambassador Onisa signed for TTS Nigeria.
Ambassador Janet Olisa witnessed the signing for TTS Nigeria, while Professor Babagana Gutti witnessed on behalf of the Borno State Government.
The partnership is expected to strengthen Borno’s digital talent ecosystem and widen access to employment opportunities for young people and women as the state’s economy increasingly engages with the digital sector.
