As Nigeria moves towards the 2027 presidential election, President Bola Tinubu, Peter Obi of the National Democratic Congress (NDC), and former Vice-President Atiku Abubakar of the African Democratic Congress (ADC) have emerged as three of the dominant figures shaping the political contest, according to a new report by ADSC META.
The report, signed by Victor Oluwafemi, president and chief executive officer of ADSC META, said Tinubu currently has the strongest pathway to securing a second term in office.
The assessment, however, stressed that the conclusion is based on an analysis of Nigeria’s prevailing political realities and not political preference.
“Following an extensive review of governance performance, political structures, coalition dynamics, voter behaviour, economic indicators, institutional influence, and leadership capacity, ADSC META finds that Tinubu presently maintains the strongest pathway towards securing a second term in office,” the report said.
It added that while political discussions surrounding the 2027 election remained highly emotional and partisan, policy institutions had a responsibility to examine available evidence and identify factors most likely to influence the outcome.
According to the report, Tinubu’s biggest advantage is the power of incumbency.
“Across Africa and indeed much of the democratic world, incumbency remains one of the most powerful political assets available to any leader seeking re-election,” it said.
The report noted that incumbent presidents enjoy greater visibility, access to state institutions, policy influence, extensive media attention and a national presence that opposition candidates often struggle to match.
It also identified Tinubu’s political experience and coalition-building ability as major advantages.
According to ADSC META, the president built a reputation long before his emergence as president as a political strategist capable of identifying political talents, building alliances, managing competing interests and establishing durable political structures.
It said the political architecture that contributed to the formation and emergence of the All Progressives Congress (APC) as a governing party remained one of the most significant political achievements of Nigeria’s Fourth Republic.
“The APC today possesses extensive structures across the federation, including governors, legislators, local government networks, political stakeholders, traditional institutions, and strategic alliances,” the report said.
It added that regardless of public perception of Tinubu’s policies, the structures provide the president with a formidable electoral foundation.
However, ADSC META acknowledged the economic challenges confronting the administration, including inflation, rising food prices, the impact of fuel subsidy removal and uncertainty created by exchange-rate reforms.
The report said many Nigerians remained frustrated by the pace at which economic relief was reaching ordinary citizens.
“These concerns are legitimate and should not be dismissed,” it said.
It nevertheless argued that elections were rarely determined solely by present hardship, adding that voters could also be influenced by their expectations of future economic conditions.
The report said the major political question for the Tinubu administration was whether its economic reforms would begin to produce visible benefits before the final phase of the 2027 election cycle.
It said a decline in inflation, improved infrastructure delivery, increased foreign investment, expanded employment opportunities and stronger economic confidence could potentially transform some of the administration’s current political liabilities into electoral advantages.
On Peter Obi, ADSC META described the former Anambra State governor as one of the most compelling political figures in Nigeria’s contemporary political landscape.
It identified his perceived fiscal prudence, administrative discipline, accountability and modest leadership style as major sources of his appeal, particularly among young voters, professionals, entrepreneurs, diaspora Nigerians and citizens seeking an alternative model of governance.
“His greatest political asset remains credibility,” the report said.
It noted that Obi had cultivated a movement-driven following rather than relying exclusively on traditional political structures.
According to the report, Obi had become a symbol of reform for many Nigerians who believe governance should be more transparent, efficient and accountable.
However, ADSC META said popularity alone would not be enough to win a presidential election.
“Nigeria’s electoral reality requires extensive organisational capacity, nationwide penetration, grassroots mobilisation, coalition management, regional acceptance, vote protection systems, and political structures capable of operating effectively in thousands of wards and polling units,” it said.
The report identified Obi’s major challenge as converting his widespread public enthusiasm into an effective nationwide electoral structure.
“The challenge confronting Peter Obi is not visibility. The challenge is conversion,” it said.
On Atiku, the report described the former vice-president as one of Nigeria’s most experienced political figures, citing his extensive knowledge of governance, economic management, public administration and national politics.
It said Atiku’s major strengths included experience, national reach, political relationships and policy familiarity.
However, ADSC META said his repeated presidential contests could constitute a political challenge, particularly among younger voters demanding generational change and alternative leadership models.
The report identified opposition cohesion as perhaps the most significant variable that could determine the shape of the 2027 contest.
It warned that if opposition forces remained divided across different political platforms, Tinubu’s path to reelection would become considerably clearer.
“A fragmented opposition disperses votes, weakens organisational efficiency, and reduces the likelihood of a unified national alternative emerging,” the report said.
Conversely, it said a disciplined and united opposition coalition could substantially alter the political landscape.
The report also compared the leadership strengths of the three leading contenders.
It said Tinubu’s strengths were most evident in political organisation, coalition building, strategic negotiation and institutional management.
Obi, it said, was strongest in fiscal discipline, administrative efficiency, public accountability and reform-oriented governance.
Atiku’s strengths, according to the report, were executive experience, economic policy familiarity and national political engagement.
“Each candidate possesses significant leadership qualities. However, elections are not won solely by competence. They are won through a combination of competence, structure, alliances, timing, public sentiment, and organisational strength,” it said.
Based on its assessment, ADSC META concluded that Tinubu currently has the clearest institutional pathway to victory in 2027.
The report, however, cautioned against interpreting the assessment as a prediction that the election outcome was already determined.

It noted that economic conditions could change, political alliances could shift, new coalitions could emerge and public opinion could change rapidly before the election.
“Nevertheless, when measured against the realities of incumbency, party structure, coalition capacity, political organisation, institutional reach, and electoral preparedness, President Bola Ahmed Tinubu currently occupies the strongest strategic position among the leading contenders,” the report said.
“The road to 2027 remains open. The opposition still possesses opportunities to redefine the contest. Yet as matters stand today, the incumbent remains the candidate to beat.”
