Chelsea have been fined £10 million and handed a suspended two-window transfer ban after admitting to 74 breaches of Football Association regulations relating to agents, intermediaries and third-party investments in players.

The sanctions were confirmed by the FA on Friday, following a ruling by an independent appeal board, which replaced an earlier decision imposing a suspended six-point deduction with the transfer ban.

The disciplinary action stems from irregularities uncovered by Chelsea’s current ownership after acquiring the club from former owner Roman Abramovich in May 2022.

The new owners voluntarily reported the historical breaches to the FA, the Premier League and UEFA and cooperated fully with subsequent investigations.

Several high-profile transfers completed during Abramovich’s ownership, including those involving Eden Hazard, Samuel Eto’o, Willian, David Luiz, Ramires, André Schürrle and Nemanja Matić, were among the deals examined.

However, there is no suggestion of wrongdoing by any of the players involved. According to the FA, the £10 million fine will be directed towards grassroots football development across England.

In a statement, Chelsea welcomed the conclusion of the disciplinary process, noting that the club had disclosed thousands of documents and worked transparently with all relevant football authorities.

The club also confirmed that previous settlement agreements had already been reached with UEFA and the Premier League over the same historical issues, bringing all regulatory proceedings against Chelsea to an end.

Earlier this year, the Premier League imposed a £10.75 million fine and a one-year transfer ban, suspended for two years, over undisclosed payments to agents worth £47.5 million made between 2011 and 2018, as well as breaches involving the registration of youth players.

The original financial penalty was reduced from £20 million after Chelsea self-reported the violations and cooperated with investigators.

UEFA had also fined Chelsea £8.64 million in 2023 over incomplete financial reporting linked to the club’s previous ownership, after identifying several questionable payments to offshore companies connected with player transfers.

Football analyst Kaveh Solhekol said the latest punishment is likely to divide opinion, with rival supporters arguing Chelsea escaped a points deduction, while the club maintains it has now been sanctioned three separate times for offences committed under its previous ownership.
