European football has taken a dramatic stand against FIFA’s proposed commercial restructuring, with UEFA and all 55 of its member associations agreeing to boycott FIFA competitions if the world football governing body proceeds with plans to sell stakes in its major tournaments to private investors.

The decision followed an emergency virtual meeting chaired by UEFA president Aleksander Čeferin on Thursday, July 30, 2026, amid growing opposition to FIFA president Gianni Infantino’s controversial proposal.
UEFA said it unanimously rejected any attempt to transfer ownership interests in the World Cup and other FIFA competitions to private investors, insisting that the tournament belongs to football and its global community rather than financial interests.
“The World Cup cannot be treated as an investment product,” UEFA said, stressing that the competition represents a sporting legacy built over generations by players, national teams and supporters around the world.
The proposed boycott would extend beyond the men’s World Cup to include the Women’s World Cup, Club World Cup and other FIFA competitions.
The first major test of UEFA’s position could come as early as October, when the Women’s World Cup play-offs are scheduled to take place.
The confrontation centres on FIFA’s plan to establish a new commercial subsidiary, FIFA Forward Enterprise (FFE), which would oversee its major competitions and allow external investors to acquire minority, non-controlling stakes.
Infantino has written to FIFA’s 211 member associations offering each federation $40 million if it supports the proposal.
Under the arrangement, associations accepting the plan by September 19 could access an initial $20 million, with FIFA aiming to secure the first tranche of private investment by the end of October.
Infantino defended the proposal in a video released on Wednesday, describing it as an “offer, not an obligation.”
US-based venture capital firm Thrive Capital, founded by Joshua Kushner, is reportedly expected to lead the proposed investor group if FIFA members approve the plan.
UEFA’s opposition has intensified sharply in recent days.
The European body accused FIFA of failing to properly consult national associations before unveiling a proposal of such significance and described the process as irresponsible and indefensible.
UEFA said the proposal amounted to an attempt to place football’s most valuable competitions under private ownership, warning that the move could have far-reaching consequences for the sport.
UEFA vice-president Laura McAllister described FIFA’s plans as a “genuine existential threat to the game” but expressed hope that an actual boycott would ultimately be avoided.
The Football Association of England and the Scottish FA have both backed UEFA’s position.
England said it stood “shoulder to shoulder” with its European counterparts, while the Scottish FA criticised FIFA for issuing the proposal and setting deadlines without what it considered adequate consultation.
UK Culture Secretary Lisa Nandy also threw her support behind UEFA, arguing that football should remain accountable to its supporters rather than billionaire investors.
UEFA’s threat carries significant financial and sporting implications for FIFA because European nations represent some of the strongest teams and most commercially valuable markets in world football.
Six of the eight quarter-finalists at the 2026 men’s World Cup were European, including eventual champions Spain.
European countries have also dominated the history of the competition, winning 13 of the 23 World Cups staged so far, compared with 10 titles for South American nations.
A boycott involving Europe’s leading football nations could therefore seriously undermine FIFA’s competitions and its ability to attract the commercial revenues required to support its investment plans.
Former Football Association chairman David Bernstein said FIFA should reconsider the proposal, arguing that there were other ways of raising capital without putting the ownership of major competitions at stake.

The escalating confrontation has already been compared to the controversy surrounding the proposed European Super League, with concerns that increased private investment could eventually encourage FIFA to expand the size and frequency of its competitions.
Such changes could place further pressure on an already congested football calendar and potentially affect domestic leagues and competitions across the world.
