Chelsea Football Club has been fined £10 million and handed a suspended transfer ban after admitting to making £47 million in undisclosed payments to unregistered agents and third parties during player transfers between 2011 and 2018.
The Premier League confirmed the sanctions, noting that the £10 million penalty is the largest in its history, surpassing the £5.5 million fine imposed on West Ham United in 2007 over the signings of Javier Mascherano and Carlos Tevez.
In addition to the fine, Chelsea received a nine-month academy transfer ban and a £750,000 fine relating to the registration of academy players between 2019 and 2022.
Transfers implicated in the undisclosed payments include high-profile players such as Eden Hazard, Samuel Eto’o, Willian, Ramires, David Luiz, Andre Schürrle, and Nemanja Matic.
The Premier League clarified that there is no suggestion of wrongdoing on the part of the players.
The misconduct occurred during Roman Abramovich’s ownership of the club, and Chelsea has cooperated fully with regulators under the leadership of the Todd Boehly consortium, which acquired the club in 2022.
“From the outset of this process, the club has treated these matters with the utmost seriousness, providing full cooperation to all relevant regulators,” Chelsea said in a statement.
The Premier League noted that undisclosed payments were made “for the benefit of Chelsea” to players, unregistered agents, and other third parties. The fine was reduced by 50% from £20 million due to Chelsea’s proactive self-reporting and cooperation.
Despite the sanctions, the Premier League confirmed that Chelsea would not have breached Profitability and Sustainability rules during the relevant seasons, and therefore a points deduction was deemed unnecessary.

This follows previous financial scrutiny: in 2023, Chelsea were fined £8.6 million by UEFA for submitting incomplete financial information between 2012 and 2019. A separate FA disciplinary investigation into unregistered agent payments is still ongoing.
During the 2011–2018 period, Chelsea won two Premier League titles, two FA Cups, one Champions League, one Europa League, and one League Cup, under six different permanent managers. No evidence suggests any manager was involved in the breaches.
The Premier League’s ruling emphasizes the ongoing importance of transparency and compliance in football finances, reinforcing scrutiny over historic transfers as clubs adapt to stricter governance standards.
