Borno State Governor, Professor Babagana Umara Zulum, has reaffirmed his administration’s commitment to ensuring that citizens especially victims of the Boko Haram insurgency receive meaningful access to justice.
The governor made the pledge during a meeting with the Director-General of the Legal Aid Council, Barrister Aliyu Bagudu Abubakar, and his management team at the Government House in Maiduguri.
Zulum emphasized the crucial role of legal representation and said his government remains dedicated to protecting vulnerable groups. “Let me assure you that our people will not be left behind in access to justice, especially the teeming vulnerable people who are victims of Boko Haram insurgency,” he stated.
He directed the Office of the Attorney General to work closely with the council to develop a framework for harmonizing the state’s Office of Public Defenders with the Citizens Rights Department to improve legal services for residents.

The governor also encouraged the council to formally present its requests, assuring that they would receive due consideration. “We shall look into your demands and see how we can address some of them within the limited resources of the state,” Zulum said.
Earlier, Legal Aid Council DG Barrister Aliyu Bagudu Abubakar briefed the governor on the council’s ongoing efforts in Borno, noting that it has provided essential legal support to insurgency victims and displaced persons.
He disclosed that between 2021 and 2023, the council handled more than 2,500 cases, including criminal defence, civil disputes, and mediation.
To expand its services, Bagudu requested operational vehicles, annual subvention, and office equipment.
