Borno State governor, Babagana Umara Zulum, has sworn in two newly appointed commissioners and a member of the Borno State Judicial Service Commission, with a strong charge to uphold excellence and accountability in the discharge of their duties.
The swearing-in ceremony, held at the Government House in Maiduguri, was officiated by the Chief Judge of Borno State, Justice Kashim Zannah, who administered the oath of office and allegiance.
The newly sworn-in commissioners are Engineer Mohammed Habib and Ibrahim Hala Hassan, while Alhaji Abba Sadiq was sworn in as a member of the state’s Judicial Service Commission.
In his address, governor Zulum warned the appointees against complacency and mediocrity, stressing that their appointments were based on merit and the state’s high expectations for quality service delivery.
“Your appointments to the State Executive Council are a testament to your exceptional capabilities and the immense value we place on your expertise,” Zulum said. “But with this honour comes a profound responsibility to deliver on our promises to the good people of Borno State.”
He further urged them to adopt inclusive and collaborative leadership, build effective teams, and align with the state’s long-term development frameworks, specifically the Borno State 25-Year Development Plan and the 10-Year Strategic Transformation Initiative.

Zulum emphasized that performance would be measured against clear benchmarks, adding, “Accountability will remain non-negotiable. Mediocrity or low-quality output will not be tolerated.”
The governor also reaffirmed his administration’s support for the new appointees, assuring them of access to necessary tools and resources to succeed in their roles.
While commending the leadership of the state’s legislature and judiciary, Zulum praised the Speaker of the Borno State House of Assembly, Abdulkarim Lawan, and Chief Judge Kashim Zannah, for maintaining a harmonious working relationship with the executive arm.
“I commend the House of Assembly for its dedication to good governance and collaborative leadership. I also express profound gratitude to the judiciary for its commitment to justice, fairness and the rule of law,” the governor added.
Earlier, Secretary to the State Government, Hon. Bukar Tijani, highlighted the Zulum administration’s strides in improving the lives of Borno residents.
Responding on behalf of the newly sworn-in officials, Engr. Mohammed Habib thanked the governor for the trust reposed in them and pledged their full commitment to the administration’s development agenda.
