Borno State Governor, Professor Babagana Umara Zulum, has lauded the completion of Nigeria’s first fully indigenous Floating Production, Storage, and Offloading (FPSO) vessel, describing it as a milestone in the nation’s industrial and technological progress.
Governor Zulum made the remarks on Saturday during the sail-away ceremony of the EMEM FPSO, held at the Drydocks World facility in Dubai.
The $350 million vessel, developed by Oriental Energy Resources Limited, owned by Nigerian oil magnate Alhaji (Dr) Muhammadu Indimi, is now set to depart for Nigeria.
“The sail-away of the EMEM FPSO is more than an engineering feat,” Zulum said. “It is a powerful statement of confidence in Nigeria’s energy future and a reflection of what homegrown enterprise can achieve when guided by vision, discipline, and excellence.”
He expressed appreciation to the government and people of Dubai for hosting the ceremony, noting that the event underscored the strong partnership between Nigeria and the United Arab Emirates in innovation, trade, and sustainable development.
The EMEM FPSO boasts a storage capacity of one million barrels and a production capacity of up to 30,000 barrels per day.It is the first FPSO to be fully financed by a Nigerian company, marking a new phase of indigenous participation in the country’s oil and gas sector.
Zulum commended Dr. Indimi and his team at Oriental Energy Resources for what he called a “bold accomplishment.”

“This achievement not only contributes to national output,” he said, “but also reinforces our belief that Nigeria’s private sector has the capacity to drive growth, create jobs, and compete globally.”
Once deployed to Petroleum Mining Lease (PML) 15, the vessel is expected to boost Nigeria’s crude production and strengthen government revenues key priorities under President Bola Ahmed Tinubu’s Renewed Hope Agenda for economic diversification.
The Borno governor added that the project symbolizes the “resilience, innovation, and self-reliance” that continue to define efforts to rebuild his home state, expressing optimism that “with determination and partnership, Nigeria’s best days lie ahead.”
Zulum wished the EMEM FPSO a safe voyage and productive operations, describing it as a “symbol of Nigeria’s strength, ingenuity, and promise.”
