Borno State Governor, Professor Babagana Umara Zulum, has pledged to adopt and implement the Federal Government’s digital innovation programmes to enhance civil service operations and improve service delivery in the state.
Governor Zulum made the commitment while receiving the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, who paid him a courtesy visit at the Government House in Maiduguri.
He commended the ongoing federal reforms in the public service, particularly the digitization initiatives being championed under Walson-Jack’s leadership, and assured her of Borno State’s readiness to domesticate key aspects of the programme.
“You enumerated several innovative programmes especially the digitization of the civil service, such as Service-Wise GPT, the online compendium of federal circulars, and the federal civil service academy for staff training. I want to assure you that most of these will be adopted here in Borno to enhance both vertical and horizontal coordination,” Zulum stated.
The governor emphasized the need for sustained professional development among civil servants, noting that such efforts had long been neglected.
He also called on the Head of Service to improve the capacity of key federal training institutions like the Administrative Staff College of Nigeria (ASCON), adding that Borno is ready to sponsor its staff for such training opportunities.
Highlighting Borno’s support for federal institutions in the state, Governor Zulum disclosed that his administration had constructed and allocated residential quarters to heads of federal agencies operating in Maiduguri.

“I will forward the allocation letters to your office so the federal government can take ownership of the houses, not just the individual occupants,” he said.
Earlier, Mrs. Walson-Jack praised Governor Zulum’s leadership and reforms, particularly the implementation of the N70,000 minimum wage and the enrollment of civil servants in the public sector health insurance scheme.
“Your infrastructure strides, especially in education and health, reflect deep investment in people, not just physical structures,” she said. “The reforms under your administration are bold and align perfectly with President Bola Ahmed Tinubu’s Renewed Hope Agenda.”
The Head of Service also outlined several digital tools introduced by the federal government to enhance public sector efficiency, including Service-Wise GPT and Govmail, a secure email platform for civil servants.
“As of December last year, over 34,000 official email addresses have been generated. This is a foundational step in our journey toward a fully digitized public service,” she said.
Mrs. Walson-Jack also lauded the state government for restoring the Federal Training Centre in Maiduguri, which had been displaced for years due to insurgency.
