Chairman of Ughelli North Local Government Area of Delta State, Jaro Egbo, has officially commenced the construction of a multi-million-naira ultra-modern secretariat complex.
The groundbreaking ceremony for the ambitious project was held on January 27, 2025, at the council headquarters, under the watch of government officials, traditional rulers, party leaders, and community stakeholders.
The project, which has been lauded as a significant milestone in the council’s history, is designed to address the long-standing challenge of inadequate administrative facilities in the local government.
The new secretariat is set to feature state-of-the-art facilities, including spacious offices, a well-equipped conference room, and ancillary features that promote accessibility and productivity.
Speaking at the ceremony, Jaro Egbo emphasized the transformative impact of the project on local governance.
He described the new secretariat complex as a symbol of progress and a reflection of the council’s commitment to providing a conducive and functional workspace for staff.
“This new secretariat is more than just a building; it is a testament to our collective determination to modernize governance and enhance service delivery,” Egbo stated.
He added that the project will not only improve the efficiency of the council’s operations but also create employment opportunities during the construction phase, benefiting youths, artisans, and contractors in the community.
The groundbreaking ceremony was performed by the Speaker of the Delta State House of Assembly, Emomotimi Guwor, represented by the Deputy Speaker, Arthur Akpowowo.
Commending the council chairman, Akpowowo noted that the initiative will greatly enhance the productivity of council staff.
“A good working environment is crucial for productivity. I commend Jaro Egbo for this bold initiative and trust his capacity to deliver the project within the proposed timeframe of one year,” Akpowowo said.
Delta State Commissioner for Transport, Onoriode Aguofure, also praised Egbo for the forward-thinking gesture.

“This is an impressive initiative. I can’t help but feel a bit envious it wasn’t built during my time here as a councilor. It shows vision and dedication,” Aguofure remarked.
Prince Kelly Penawou, Commissioner for Local Government and Chieftaincy Affairs, echoed similar sentiments, describing Jaro Egbo as a leader with a clear vision.
“This is a bold step, and I am confident that he will complete this project on schedule,” Penawou stated.
The multimillion-naira project is expected to transform the administrative landscape of Ughelli North, setting a new standard for local government operations in Delta State.
The facility’s modern features are aimed at fostering a more efficient and inclusive work environment while reflecting the aspirations of the people of Ughelli North.
