The efforts of Rivers State Governor, Siminalayi Fubara to present the 2025 budget to the state House of Assembly as ordered by the Supreme Court has been thwarted, as the assembly on Friday, adjourned plenary sine die.
Before the adjournment, the assembly passed three bills aimed at enhancing their legislative powers, and strengthening local government administration in the state.
After voting and passing the bills, Speaker Martins Amaewhule thanked members for sacrificing their recess to work on the bills. Thereafter, he anmounced the adjournment of the House sine die.
With this development, Gov. Fubara has been placed in a tight corner in accessing funds to run the affairs of the state, since according to law, only the assembly has powers to appropriate funds.

The governor had made frantic efforts to present the budget on Wednesday, but the lawmakers locked him out of their official quarters where they hold plenary, pending the completion of reconstruction work on the permanent assembly complex.
On Friday the governor sent another letter, requesting audience to present the budget.
But from what has happened, with the House adjourning sine die, it means the assembly fully backed by the FCT Minister, Nyesom Wike, is not ready to work with the governor.
