The House of Representatives Ad hoc Committee on Rivers State Oversight has summoned the state’s Sole Administrator, Vice Admiral Ibok-Ete Ibas (rtd), to appear before it on Thursday, April 17, 2025.
The summons follows the committee’s inaugural meeting held on Wednesday at the National Assembly Complex, Abuja, as part of its mandate to provide legislative oversight in the wake of the presidential proclamation of a state of emergency in Rivers State.
The ad hoc committee was officially inaugurated on Tuesday, April 15, 2025, by the Speaker of the House, Abbas Tajudeen.

Speaking after the meeting, the Chairman of the committee and House Leader, Rep. Julius Ihonvbere, stated that the invitation to the sole administrator is a necessary step in ensuring transparency and accountability in the administration of the emergency rule declared by President Bola Tinubu.
“This engagement is necessary to ascertain the true state of affairs in Rivers State and ensure that the House remains properly guided in the discharge of its oversight responsibilities in the public interest,” Rep. Ihonvbere said.
Meanwhile, a statement signed by the spokesman of the House of Representatives, Rep. Akin Rotimi, the ad hoc committee reiterated its commitment to upholding the constitution and ensuring that its proceedings remain transparent and guided by national interest.
The statement said the ad hoc committee’s oversight function stems from Section 11(4) of the 1999 Constitution (as amended), which grants the National Assembly powers to intervene in governance during a state of emergency.
