Former Minister of Communications and Digital Economy, Prof. Isa Ali Pantami, has called on the National Assembly to suspend the proposed tax reform bills, emphasizing the need for broader consultations and revisions to address critical concerns.

Pantami revealed that after an in-depth review of the bills, he concluded that while they have the potential to transform tax collection and administration in Nigeria, several issues must be addressed to ensure successful implementation in the national interest. Among his primary concerns is the potential conflict between the proposed reforms and the Federal Republic of Nigeria’s Constitution.

The former minister expressed worry over the lack of clear definitions in various sections of the bill, which could lead to significant challenges during implementation. He warned that regulatory bodies might exploit these ambiguities when developing their regulatory instruments, further complicating the process.

In light of these concerns, Pantami advised the National Assembly to take two crucial steps. Firstly, he urged lawmakers to suspend legislative action on the bills, stating that addressing the challenges requires input beyond the chambers. He emphasized that demonstrating intelligence and empathy through reconsideration is a strength in leadership, not a weakness. Secondly, he recommended allowing for wider consultations with all relevant stakeholders to ensure ambiguities are clarified and contentious areas reviewed thoroughly.

Pantami specifically highlighted sections requiring immediate attention, including Section 7(6), Section 8(2), Section 23, Section 28, Sections 95-97, Section 118, and Section 141 (the supremacy clause). He also underscored the importance of involving tax experts, constitutional and business lawyers, and other professionals in refining the proposed legislation.

The former minister stressed the urgent need for the government to rebuild trust with its citizens, noting that widespread suspicion has created a deteriorating relationship between the state and its people. He urged all arms and tiers of government to prioritize national interest over personal agendas, fostering objective and critical discussions to move the nation forward.

Pantami’s call for broader consultation and transparency in the tax reform process underscores the importance of creating laws that are inclusive, constitutional, and in the best interest of Nigeria’s citizens. This appeal sets the stage for a critical dialogue on ensuring equitable and effective reforms in the nation’s tax system.
