The Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPC Ltd.), Engr. Bashir Bayo Ojulari, has reassured Nigerians that the company is taking deliberate and strategic steps to restore full operations at the country’s three major refineries in Warri, Port Harcourt, and Kaduna.
In a post shared on X (formerly Twitter) on Wednesday, Ojulari emphasized that the NNPC remains steadfast in its mission to reposition Nigeria’s refineries for optimal performance and long-term sustainability through a comprehensive technical and commercial review.
“We are filled with determination and optimism to ensure our refineries operate effectively,” Ojulari stated. “We are dedicating significant time to a detailed review and are eager to implement our insights to deliver tangible progress.”
He added that the company’s resolve is driven by a commitment to Nigeria’s collective prosperity, stressing that “the success of the Nigerian states and the nation’s economic future will always take precedence over individual interests.” Ojulari expressed confidence that sustainable solutions for the refineries would soon be realized.
Providing further updates, the NNPC boss disclosed that the company is currently at the technical and commercial review stage, which involves an extensive evaluation of the three refineries to determine the best approach for either high-grading or repurposing them for modern efficiency.
Ojulari explained that the next phase of the plan will focus on forming advanced technical partnerships with reputable international operators who possess a proven record in running world-class refineries. These partnerships, he said, will ensure the facilities meet global standards in output, safety, and profitability.

He also noted that the ongoing rehabilitation is being integrated into Nigeria’s National Energy Strategy, emphasizing energy security, asset optimization, and alignment with the Petroleum Industry Act (PIA). The initiative, according to him, will reinforce NNPC’s mandate as the nation’s supplier of last resort for petroleum products while ensuring the refineries operate efficiently and profitably.
Reaffirming the company’s transformation agenda, Ojulari said NNPC is evolving into a commercially driven and transparent energy enterprise, focused on value creation and service delivery to Nigerians.
