The Director-General of the National Orientation Agency (NOA), Mallam Lanre Issa-Onilu, has declared that one of the central aims of the National Values Charter is to identify, nurture, and equip the next generation of Nigerian leaders with the core values needed to transform society. He made this known during a high-level meeting with the Intercontinental Leadership Initiatives (ILI), a global leadership-focused organisation that proposed a strategic partnership to launch a groundbreaking “Future Leadership Club” in Nigeria.

The proposed initiative, which has already started gaining national traction, is set to serve as a powerful platform for discovering and developing young Nigerians with leadership potential, especially at a time when the country faces pressing challenges that demand ethical, visionary, and value-driven leaders. Issa-Onilu praised the ILI delegation, led by Prince Stafford J. Bisong, for their unwavering passion and commitment to leadership transformation in Nigeria, assuring them of NOA’s full support.

He emphasized that the collaboration aligns perfectly with NOA’s ongoing National Identity Project — a foundational pillar of the National Values Charter. Far from being just another government policy, the project is designed to reshape national consciousness by instilling a clear sense of mutual responsibility between the Nigerian state and its citizens, under a transformative framework known as “7 for 7.”

The “7 for 7” concept, which is rapidly gaining recognition across governance and civil society sectors, comprises two major components: the Nigeria Promise and the Citizens’ Code. The Nigeria Promise outlines seven non-negotiable duties leaders must commit to — promoting accountability, service, equity, justice, and visionary governance. On the flip side, the Citizens’ Code highlights seven civic duties that every Nigerian must embrace, ranging from patriotism and civic responsibility to national loyalty and mutual respect.

Prince Bisong, speaking during the engagement, applauded Issa-Onilu’s visionary leadership and the direction of the NOA under his watch. He expressed strong optimism about Nigeria’s future and reaffirmed ILI’s readiness to work hand-in-hand with the NOA to shape young minds and instill values that foster national development and unity.

As a show of commitment to the shared vision, Prince Bisong formally appointed Mallam Issa-Onilu as the Patron Chairman of the Future Leadership Club — a role the NOA boss humbly accepted. This new partnership is already being hailed as a game-changer in Nigeria’s leadership landscape, as it promises to lay the groundwork for a new generation of leaders built on integrity, innovation, and a shared commitment to national growth.
