Insecurity: Delta Assembly passes State Community Security Corps Bill

In a move aimed at confronting the growing insecurity across Delta State, the state House of Assembly on Tuesday passed the Delta State Community Security Corps Agency Bill, signaling a firm commitment to grassroots policing and public safety.

The bill, sponsored by the Chairman of the House Committee on Peace and Security and the representative of Aniocha South, Isaac Anwuzia, was passed during plenary, presided over by the Speaker of the House, Emomotimi Guwor.

To fast-track the legislative process, the Leader of the House, Emeka Nwaobi (Aniocha North), moved two motions to suspend certain House rules, specifically Rule 12, and Orders 80, 82, and 83, allowing the bill to be read a third time and subsequently passed.

His motions received immediate support from the Deputy Speaker, Arthur Akpowowo (Ethiope East), and Charles Emetulu (Ndokwa West), who chairs the House Committee on Education.

The motions were unanimously adopted.

Reflecting on the significance of the bill, Speaker Guwor invoked Section 14 (2b) of the 1999 Constitution (as amended), emphasizing that “the security and welfare of the people shall be the primary purpose of government.”

He described the bill’s passage as a landmark achievement, underscoring the assembly’s steadfast dedication to the protection and well-being of Deltans.

“This piece of legislation is not just timely, it’s necessary,” Guwor said.

“It’s a strategic step towards reinforcing our community-based security mechanisms, and it reflects our collective resolve to tackle emerging threats head-on. A secure Delta is the foundation for progress and prosperity.”

He lauded the lawmakers for their robust engagement and thoughtful contributions throughout the legislative process, expressing confidence that once signed into law by the governor, the bill will usher in a new era of peace and security in both urban and rural communities across the state.

Anwuzia, the bill’s principal sponsor, described it as a carefully crafted response to the evolving security landscape, particularly in rural and underserved areas.

He stressed that the bill is fundamentally about empowering communities through structured local policing, recruitment, and sustainable funding mechanisms.

“We engaged in intense deliberations and scrutiny to ensure the bill offers a practical and sustainable solution,” Anwuzia noted.

“It provides a comprehensive framework for building a resilient and responsive security corps rooted in the communities they serve.”

He expressed gratitude to the speaker and his fellow legislators for their commitment and unity in pushing the bill forward, describing it as a major milestone for the 8th Assembly under Speaker Guwor’s leadership.

With the legislative process now complete, the bill awaits the governor’s assent to become law.

Once enacted, the Delta State Community Security Corps Agency will be positioned to complement existing security outfits, deepen local intelligence gathering, and restore public confidence in the state’s ability to protect its citizens.
