Huawei has unveiled a new industry framework aimed at transforming Internet Service Providers (ISPs) and Managed Service Providers (MSPs) into leaders of intelligent services. The company released its ISP/MSP Business Success Driven by RAMS White Paper during HUAWEI CONNECT 2025, a global summit themed “Powering the ISP/MSP Industry with All Intelligence and Resilience.”
The white paper introduces the RAMS framework, which stands for ROI, Availability, Maintenance, and Security. Huawei says the model is designed to guide ISPs and MSPs as they shift from offering basic connectivity to delivering AI-driven, intelligent services.
York Yue, Vice President of Huawei and CEO of ISP & OTT Business Unit, said the rise of artificial intelligence demands a new approach to infrastructure. “AI is advancing rapidly. To navigate changes, data centers and ISPs must focus on three aspects: increasing bandwidth to handle explosive traffic growth, optimizing data center deployment to meet strict latency requirements, and achieving the five-nines (99.999%) reliability standard for stable AI operations,” he explained. “Huawei is committed to working with customers and partners to upgrade infrastructure and lay a solid foundation for the intelligent world.”

Huang Dachuan, CTO of Huawei’s ICT Marketing and Solution Sales Department, stressed the need for resilient networks capable of delivering 24/7, multi-scenario intelligent services. According to him, the RAMS framework integrates flexible access networks, evolvable transport networks, and intelligent cloud platforms to provide on-demand service expansion, automated operations and maintenance, and intelligent fault rectification. “This ensures stronger reliability, security, and better user experiences,” Huang said.
The white paper also presents target architectures and real-world solutions for ISPs and MSPs, including ROI optimization, differentiated service offerings, intelligent network operations, and high-reliability transport networks.
Huawei emphasized that its solutions are already supporting more than 5,000 ISPs and MSPs in over 120 countries. The company added that it will continue to increase investment in AI-network integration while strengthening collaborations with global partners to accelerate the commercial deployment of innovative technologies.
