Borno State Governor, Babagana Zulum, has pledged sweeping legal reforms and a full-scale digital transformation of the state’s justice sector.

Speaking at the official launch of the Digital Case Management System on Friday, the governor vowed to review outdated laws, especially the penal code, to better reflect present-day realities and strengthen deterrence against crimes.

The event, held at the Musa Usman Secretariat in Maiduguri, also featured the unveiling of a new logo, mission statement, core values, and an e-library for the Ministry of Justice key components of what officials are calling a new era for legal administration in the state.

“Most of the provisions in our laws, particularly the penal code, no longer offer adequate deterrence,” Governor Zulum stated.

“Before the end of my tenure, insha Allah, we will ensure Borno State has laws that align with modern realities.”

The governor also expressed strong support for the ministry of Justice’s digital agenda, highlighting the newly introduced Digital Case Management System as a tool to boost efficiency, reduce case delays, and elevate legal standards across the state.

“I commend the commitment to innovation,” Gov. Zulum said, “And I assure you of my administration’s full backing in ensuring the justice system continues to improve.”

He also reaffirmed his commitment to the welfare and professional development of legal personnel, especially young and female lawyers, offering support for those pursuing further education.

“I am happy to see many female lawyers here today,” he said. “Anyone who wants to further their education has my full support.”

During the ceremony, the Chief Judge of Borno State, Justice Kashim Zannah, lauded Governor Zulum for his legislative consistency and reform-oriented governance.

He also called for the digitization of all state laws to make them more accessible to the public.

“In my years on the bench, I have never seen a government so meticulous in passing laws,” Justice Zannah said.

“We receive newly signed laws almost every month, and digitising them is the best way to ensure they serve the public effectively.”

Attorney General and Commissioner for Justice, Hauwa Abubakar, hailed the launch as a transformative milestone for the ministry, noting that the rebranding reflects a broader institutional commitment to fairness, transparency, and service delivery.

“The unveiling of our new identity signifies more than just a change in appearance it reflects a ministry evolving to meet modern challenges while staying true to justice, fairness, and integrity,” Abubakar said.
